INFORMAL REQUEST FOR QUOTES (IRFQ)

Street, Alley, and Parking Lot Sweeping Services – Old

Town Burleson

Issue Date: December 8, 2025 Quotes Due By: December 19, 2025

Introduction & Purpose The City of Burleson is requesting informal quotes from qualified vendors to provide street, alley, and parking lot sweeping services in Old Town Burleson. This Informal Request for Quotes (IRFQ) is issued solely to obtain pricing and service information and is not a competitive sealed bid under Texas Local Government Code Chapter 252, nor is it a formal Invitation to Bid or Request for Proposals. No contract award is guaranteed, and the City may accept or reject any quote, request additional information, or cancel this request at any time. The City seeks competitive pricing and reserves the right to select the vendor that represents the best overall value.

A draft Service Contract (Exhibit A) containing the City’s Standard Terms and Conditions is attached for vendor review. Vendors should incorporate any required exceptions into their submitted quote.

Project Overview Old Town Burleson requires specialized sweeping services to support the cleanliness, appearance, and safety of a high-activity downtown area. The area includes narrow travel lanes, on-street parking, pedestrian corridors, a public plaza, and multiple alleys and access drives serving restaurant, office, and retail establishments.

A GIS Map (Exhibit B) identifying all sweeping areas is provided as part of this IRFQ and must be reviewed prior to submitting a quote. Vendors are responsible for understanding access limitations and requesting any clarifications during the quote period.

These conditions result in heavy and ongoing debris accumulation and necessitate a vendor capable of providing:

• Specialized sweeping equipment capable of operating in tight areas

• Flexible after-hours or early-morning scheduling to avoid disrupting businesses and pedestrian activity

• Frequent sweeping and targeted spot-cleaning to address continuous debris buildup

To address these needs, the City is seeking quotes from qualified vendors to provide street, alley, and parking lot sweeping services within the Old Town area, with the intent of awarding an annual contract.

Scope of Services Given the high levels of activity in Old Town and the concentration of food-service and retail businesses, debris accumulation is typically greatest after weekends and before weekend activity increases. The City is requesting sweeping services that can reliably accommodate these operational needs.

A. Routine Sweeping (Base Services) Vendor shall provide routine sweeping of Old Town streets, alleys, on-street parking, and municipal parking lots on a twice-per-week schedule, with service occurring on:

• Monday mornings (post-weekend accumulation)

• Friday mornings (pre-weekend preparation)

Routine sweeping should include:

• Sweeping of travel lanes, parking areas, alleys, and pedestrian corridors

• Removal of litter, leaves, gravel, food debris, sediment, and other loose material

• Proper collection, transport, and disposal in accordance with applicable regulations

• Dust-control practices that minimize impacts to businesses and pedestrians

B. On-Call / Special Event Sweeping

• Pre-and post-even sweeping for special events

• Spot-cleaning in response to complaints, heavy debris, or storm impacts

• Availability for weekend, evening, or early-morning service requests

C. Disposal Requirements

• Vendor is responsible for proper disposal of all collected material at a permitted facility.

Disposal fees must be included in the quoted price unless otherwise stated.

D. Service Area Map A GIS map (Exhibit B) identifying the streets, alleys, municipal parking lots is linked here.

Vendors shall review the map prior to submitting quotes and are responsible for identifying any access limitations or clarifying questions during the quote period.

E. Fleet & Equipment Vendors should provide a list of the equipment in their fleet that will be used to perform these services. The list should include the type of sweeper, sweeper width, dust control features, age and condition of equipment.

F. Reporting Requirements

After each service event, vendor shall provide a brief confirmation that sweeping was completed, including:

• Date and time of service

• Notable issues or obstructions

• Areas not swept and reason

Vendor Requirements Vendors must comply with all traffic control and safety requirements during operations, and sweeping shall be performed in a manner that minimizes dust, noise, and disruption to surrounding businesses. Vendors are responsible for any damage caused to public or private property during sweeping activities. Proof of insurance will be required prior to the start of services, and vendors must agree to the City’s Standard Terms and Conditions as outlined in the attached Service Contract (Exhibit A).
