About this file

The City of Midland, Texas has issued a Request for Proposals (RFP 26000176) for Mobile Surveillance Trailers and Pole/Wall-Mounted Cameras through its Information Technology Services Department. The project seeks to procure 4 mobile surveillance trailers and 22 pole/wall-mounted surveillance systems for public safety deterrence, situational awareness, and evidence capture. Proposals are due by 2:00 P.M. on October 22, 2025, with an intended contract award date of November 18, 2025, and substantial completion targeted for January 31, 2026. The initial procurement is a one-time capital purchase of equipment, with installations planned within the City of Midland, including parks, recreation areas, and public safety hotspot locations.

The RFP emphasizes a one-time purchase with no required recurring platform fees, including perpetual licenses for all software and firmware. Pricing should include equipment, installation, training, and freight, with optional telemetry subscriptions clearly separated and not required for core functionality. The evaluation will be weighted across technical compliance (40%), total cost of ownership (30%), delivery/installation schedule (15%), warranty/support and training (10%), and references/past performance (5%). Vendors must provide detailed documentation, including bill of materials, network diagrams, camera positioning plans, and acceptance test plans. The City reserves the right to reject any proposal and will evaluate based on best value, with specific requirements for equipment specifications, networking, cameras, audio deterrence capabilities, and warranty terms.
