About this file

This is a Request for Quote (RFQ) for dairy and egg products issued by FCI McDowell, a federal correctional facility located in Welch, West Virginia. The solicitation seeks quotes for four line items: 250 pounds of cottage cheese in 5-pound containers (Line 0006), 52 pounds of sour cream in 5-pound containers (Line 0007), 650 eggs graded U.S. Grade A Medium at 30 dozen per case (Line 0010), and 300,000 individual half-pint containers of whole milk (Line 0012). All items require weekly deliveries and must meet specific federal specifications outlined in the Commercial Item Descriptions (CID).

Evaluation criteria emphasize past performance and delivery schedule as primary factors, with secondary consideration given to socio-economic status and overall pricing. Bidders are required to recalculate their quoted prices to match the posted quantities if their case counts differ, and must submit both their standardized price and actual case count. A critical procurement restriction stipulates that all dairy products will be awarded to a single vendor based on past practice and overall pricing. Bidders failing to provide required price calculations for quantity variances will have their line item bids rejected.
