About this file
Summary
This Request for Quotation (RFQ) solicits annual preventive maintenance services for fuel systems at the American Embassy in Mbabane, Eswatini. The Department of State seeks to maintain fuel pumps, fuel storage tanks, panel controls, and fuel dispensers in safe and efficient operating condition through scheduled preventive maintenance activities outlined in the attached Statement of Work. The contractor must provide trained and certified technicians, all necessary materials and consumable supplies, tools, testing equipment, safety equipment, and labor to perform inspections, adjustments, and component replacements according to manufacturer specifications and recommended maintenance schedules. The service schedule operates Monday through Thursday from 7:30 AM to 5:00 PM and Friday from 7:30 AM to 12:30 PM, excluding US Government and local holidays. A site visit is scheduled for Friday, March 14, 2025 at 10:30 hours (SAST).
The contract is a firm fixed-price award for a one-year base period with four optional one-year extensions, for a total potential five-year duration. Contractors must submit offers identifying pricing for each of the five contract periods, with all pricing quoted in either US dollars or local currency (for SACU region-based contractors). Value Added Tax (VAT) of 15 percent is quoted separately from base line-item rates. Contractors should also provide separate labor rates for potential repair work and emergency services, which are not included in the preventive maintenance contract but may be utilized under separate purchase orders. The Government will evaluate offers based on technical qualifications and past performance demonstrating fuel management systems maintenance experience, with evaluation factors other than cost being significantly more important than cost. Award is expected based on best value determination. Specific equipment requiring maintenance includes a Pneumercator TMS4000, three underground storage tanks, six submersible turbine pumps, two remote dispensers, and two day tanks.
