About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) #19VM3025Q0013, addressing Internet Leased Line Services for the U.S. Embassy Hanoi for the period of July 2025 to June 2026. The Q&A addresses five key technical inquiries from potential contractors, including specifications for backup resiliency, load balancing, network interface connectors, connectivity testing, and device installation requirements.

The document provides specific technical clarifications such as: ISPs must provide equipment to handle redundancy over two paths for connections over 10 Mbps, LC fiber connectors are required (with multimode preferred), connectivity testing IP addresses will be referenced in a separate "Internet Services Quality" table, and ISPs are permitted to install switches in the customer rack with 5U of free space and power allocation. The Q&A also indicates openness to an additional point-to-point direct fiber option between two specified physical addresses in Hanoi, Vietnam, involving a six-pair fiber optic direct connection.

ISP Must backup for Service ( circuit and device ) or Backup operations will be managed by the customer using their own equipment, ISP only provide circuit backup logical

For managed services, the ISP should provide equipment to automatically handle redundancy over the two paths.
