About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 19UK5626Q0023 regarding the replacement of gas boilers, issued May 7th, 2026.
The document addresses five substantive inquiries from potential offerors regarding the Statement of Work (SOW) for this project at 3 Regent Terrace, a Category A-listed building. Key clarifications include: (1) the Embassy will handle liaison with local authorities for Listed Building Consent related to roof penetrations, relieving the contractor of this responsibility; (2) the contractor is responsible for all new control wiring, panel reconfiguration, and software updates—the original SOW language stating "others" would complete these tasks has been corrected; (3) when UK and US regulations conflict, the most stringent requirement applies, with UK regulations prevailing in situations where both cannot be simultaneously achieved; (4) both the existing and proposed boiler rooms require decoration consisting of loose material removal, gap filling with outdoor-rated material, and application of one undercoat and two topcoats of outdoor-rated white paint; and (5) the existing water cylinder does not require replacement, but all new boilers and system accessories must be compatible with potential future upgrade to a pressurized system. The document references a revised SOW reflecting these clarifications.

To Potential Offerors:
The US Government has received the following questions and is providing the following answers:
Note: The questions are marked with (Q), and the answers are marked with (A).
1. (Q) Listed Building Consent (Roof Penetrations).
Given the Category A-listed status of 3 Regent Terrace, and the requirement in SOW Section
4.7.1 to cut new holes in the flat roof to suit the new flue positions, has the Embassy already secured the necessary Listed Building Consent for these external modifications, or must the contractor obtain this approval prior to work commencing?
(A) The liaison with the local authorities to obtain approvals is not part of this solicitation.
2. (Q) Electrical Connections & Controls (SOW 4.8.2)
The SOW states the contractor shall provide new control wiring to the existing panel, but re-configuration within the panel and software updates are to be completed by "others". Does the Embassy permit the boiler installation contractor to make the final physical electrical connections within the existing board? If the Embassy mandates that a third party completes these final internal panel connections, we request that our installation team be permitted to be present and supervise this specific action to protect the system's performance guarantees and manufacturer warranty. Is this acceptable?
(A) Please note that paragraph 4.8.2 part of the SOW submitted is incorrect. The corrected paragraph should read: The contractor shall be responsible to provide all new control wiring for the new elements to the existing control panel including any re-configuration within the control panel and software updates required (see revised SOW).
3. (Q) Flue Regulations (SOW 4.4.1) The SOW requires the new flue systems to comply with both UK and US regulations. Aside from the 5-meter clearance from the AHU intake specified in Section 4.4.2, are there any specific US-domestic fire or safety codes (such as NFPA) that take precedence over standard UK Gas Safe regulations for this installation?
(A) In case of discrepancies between the UK and US regulations the most stringent shall prevail. In case of conflict between the two, the UK regulation shall prevail.
(“Conflict” is understood as a situation when both UK and US regulations cannot be achieved simultaneously).
4. (Q) Building work in connection.
Do both rooms (existing and proposed boiler rooms) need to be decorated?
(A) Yes, the walls and ceilings in both rooms shall have all loose material scrapped off, large voids and gaps filled with outdoor rated filling material and all walls and ceilings painted with a minimum of one undercoat and two topcoats of outdoor rated white paint (see revised SOW).
5. (Q) Future proofing the installation.
Does the hot water cylinder needs replacing?
(A) The water cylinder does not need replacing. However the new boilers and all the accessories of the new system shall be compatible with a potential future upgrade to a pressurized system (see revised SOW).
