About this file

This is a Questions and Answers document for Solicitation No. 19TS8026Q0016, a Request for Quotations issued by the U.S. Embassy in Tunis for hotel accommodations and conference services scheduled for February 3-5, 2027. The document clarifies key requirements and pricing considerations for offerors bidding on this Department of State contract opportunity.

The Q&A addresses seven substantive questions regarding meal provisions, pricing structure, and tax treatment. Lunch will not be provided to the approximately 30 non-lodging forum participants, though offerors should quote per-person pricing for 15-30 meal vouchers as an optional consideration. The February 5 reception for approximately 80 participants should be quoted as a lump-sum price rather than per-person pricing. Optional pricing for three to five breakout rooms and hybrid meeting capability should be shown separately from the base price. The contract includes FAR 52.217-7 for increased quantities, though the government does not anticipate needing additional quantities beyond those listed in the Statement of Work. Regarding tax treatment, the U.S. Embassy's host-government Value Added Tax (VAT) exemption will apply to services invoiced through the prime contractor, including subcontracted hotel services, but tourist occupancy taxes assessed by local authorities must be included in quoted prices as the Embassy is not exempt from these charges. Offerors may supplement their past performance qualifications by including the proposed hotel subcontractor's comparable references.

Solicitation no. 19TS8026Q0016 Questions and Answers

1. Question no. 1:

The scope states that 50 accommodated participants receive full board, while approximately 30 additional participants attend the forum only. Should lunch be provided for the 30 non-lodging participants on February 3-5, or should meals other than the specified coffee breaks and February 5 reception be priced only for the 50 accommodated participants?

Answer No. 1:

We do not anticipate needing lunch for the 30 non-lodging participants. Can they draft the quote for a per person price in the event we would like to have 15-30 meal vouchers on hand? This would give us a sense of flexibility for us to consider in our budget, and we are not sure how many potentially external participants may be attending a session before/after the lunch period.

1. Question No.2:

The pricing schedule lists the February 5 reception for approximately 80 participants but does not specify a quantity or unit. Should this be quoted as one lump-sum reception, or on a per-person basis for 80 participants?

Answer no. 2: One lump sum.

1. Question no. 3:

The scope identifies three to five breakout rooms and hybrid meeting capability as preferred, if available, but the pricing schedule does not contain separate line items for them. Should these be included in the base price, or shown separately as optional pricing?

Answer No. 3: Show as optional pricing.

1. Question No. 4:

FAR 52.217-7 is included for increased quantities, with the Contracting Officer able to exercise the option two days before the event. Which line item(s) and maximum additional quantities should offerors price or plan for under this option?

Answer No. 4: We do not anticipate more than the figures listed in the SOW.

Question no. 5:

Section 1 states that VAT is not applicable because the U.S. Embassy has a host-government tax exemption certificate. If the prime contractor uses a Tunisian hotel as a subcontractor, will the Embassy’s VAT exemption mechanism apply to the hotel services invoiced through the prime, and if so, what documentation/process should be used so the hotel can quote and invoice without VAT?

Answer No. 5: Yes, the VAT Exemption will apply.

Question no. 6:

Section 3 requests prior-year client references demonstrating relevant experience and past performance. If the prime offeror subcontracts the hotel and conference services to the proposed Tunis hotel, may the offer include the proposed hotel subcontractor's recent comparable hotel/conference references to satisfy or supplement this requirement where the prime does not have directly comparable hotel-service past performance?

Answer No. 6: Correct, please provide the hotel’s experience and provide the names of the customers as references.

Questions No. 7:

Hotels are quoting a mandatory local city/tourist occupancy tax on the guest room nights. Does the Embassy’s host-government tax exemption also exempt this city/tourist tax, or should offerors include the applicable city/tourist tax in the quoted CLIN prices?

Answer No. 7: The Tourist taxes should be applied to the offer as the Embassy is not exempted.
