About this file
This file is the second part of a Questions and Answers (Q&A) document for a federal contract solicitation. The document addresses clarifications and inquiries submitted by prospective offerors regarding the American Embassy Tunis solicitation for secure remote court installation and configuration services. As a Q&A document, it provides guidance on various aspects of the solicitation requirements, evaluation criteria, technical specifications, and submission procedures to assist potential contractors in preparing compliant proposals.
The Q&A document serves to supplement the original solicitation materials and helps ensure all offerors have consistent understanding of the government's requirements prior to the submission deadline of July 31st, 2026 at 4:00 PM Tunis Time (UTC+1). Key updates reflected in this revision include adjustment of the scope to maintenance of 32 sites over a three-year period and publication of this second installment of questions and answers. The solicitation remains a fixed-price award to the lowest priced technically acceptable responsible contractor, with potential award based on initial offer without discussion. Prospective offerors must be registered in the System for Award Management (SAM) database prior to submission in accordance with FAR provision 52.204-7.

Solicitation No. 19TS8026Q0010Questions and Answers (Part 2) Question No. 1 – Consistency Between Number of Rooms, Endpoints and LicensingAttachment A, Section 4, indicates a total of 33 sites – 45 rooms, while the pricing table (Block 23) lists a total of 44 videoconferencing endpoints (20 Room Kit + 24 Room Kit Plus).
In addition, the pricing schedule does not explicitly include the cost of licenses required for the integration and operation of the solution (Cisco CMS, CUCM, Webex, etc.).
In this context, we kindly request clarification on the following:
- Whether there is one meeting room that is not covered by the listed endpoints,
- Or whether this is an inconsistency in the RFQ documentation, And also:
- Whether license costs should be included in the bidder’s offer.
Answer No. 1 A – According to the updated Scope of Work, the project covers 32 sites and 42 rooms (23 Room KitPlus, 19 Room Kit) B – Any licenses required for migration and integration are to be provided by the contractor. License cost should be included in the bidder’s offer.
Question 2: Integration with Existing InfrastructureThe Terms of Reference (page 29) specify that the Service Provider is responsible for:
- Full system configuration including IP addressing, integration with the Ministry network, Webex account configuration, virtual courtroom setup, security, and QoS
- Integration with the central platform hosted in the data center
Based on this, we kindly request clarification on the existing platform:
- Please provide the list of equipment composing the existing platform
- Is the existing platform currently supported by the vendor(s)?
- Does the existing platform require upgrades, including acquisition of new licenses, to ensure proper interoperability?
Answer No. 2:
Existing equipment is similar the listed equipment for this project: Cisco KitRoom Plus and Cisco Kit Room. Any technical question regarding the existing system and platform should be asked to MOJ IT Directorate during the technical site visit scheduled at the DGI.
The Ministry of Justice has already received from INL the listed equipment (#22 Cisco CS-KITPLUS-K9 Video Teleconferencing Unit – #19 Cisco CS-Kit-K9 Video Teleconferencing Unit – #65 Samsung HG65AU800NFXZA 65” Television – #65 Legrand LTMU Tilting wall mount for large).
No additional major infrastructure details should be provided.
Bidders are responsible for ensuring interoperability, including any required licenses.
Question No. 3: Scope of Maintenance ServicesIf interoperability is required, should the 3-year maintenance contract cover only the newly deployed solution or both the new solution and the existing infrastructure?
Answer No. 3: The three-year maintenance covers only the video conference solution under this contract.
Question No. 4 – Data Center ArchitectureThe RFQ mentions one server for the Data Center. According to Cisco best practices, separate servers are typically recommended for CUCM and CMS. Is it acceptable to propose additional servers or a high availability architecture? If so, should this be included in the base offer or proposed as an option?
Answer No. 4: One server is required for the data center. If the bidder proposes additional servers or high availability architecture, it should be proposed as optional, separately priced proposal.
Question No. 5 – Certification RequirementsThe RFQ requires a CCIE Collaboration certification for the Project Manager.
Considering the limited availability of such certification in the region, please clarify:
- Whether equivalent high-level Cisco certifications (such as CCNP Collaboration) combined with significant experience would be acceptable
- Whether a CCIE Enterprise certification may be considered as an acceptable alternative to the CCIE Collaboration certification for the Project Manager Answer No. 5: CCIE Collaboration certification is required for the Project. Project Manager must hold a CCIE Collaboration Certification. In addition to Minimum ten (10) years of experience in videoconferencing and unified collaboration project management - Proven experience on multi-site projects of comparable size - Ability to steer, coordinate and manage deadlines-Mastery of Cisco Collaboration environments.
Question No. 6 – Existing Cisco Collaboration System Please provide the following information about the existing Cisco collaboration system:
Number of existing sites.
Location of each site.
Number and model of Cisco endpoints at each site.
Model and software version of the existing Cisco servers (CUCM, CMS, Expressway, etc).
Existing Cisco licensing model (Perpetual or Subscription).
Answer No. 6: Please feel free to contact us to get the answer to this inquiry.
Question No. 7 – Required Project Approach During the site visit, we understood that Ministry already has an operational Cisco collaboration platform installed in 2020, connecting approximately 80 courts and prisons.
Could you please confirm the expected scope of this project?
Option 1 – Platform Migration The contractor shall migrate the existing collaboration platform and all existing endpoints to the new Cisco collaboration platform.
Please note that this approach may require:
Purchasing new Cisco subscription licenses for the existing endpoints, replacing the current perpetual licenses.
Migrating all existing endpoints in every site to the new platform.
Additional installation, configuration, testing, and site visits.
Additional project cost related to licensing and migration activities.
Or Option 2 – Platform Integration The contractor shall study the existing and new Cisco collaboration platforms and propose the appropriate solution to allow both platforms to work together and communicate with each other while meeting the project requirements.
Please confirm whether this is the expected scope of work.
Answer no. 7:
Option 1 – Platform Migration This option is considered the preferred approach, subject to confirmation that the proposed Cisco collaboration platform can accommodate the full deployment scope, including both the existing sites and the newly planned sites.
Option 2 – Platform Integration We confirm that this option falls within the expected scope of work.
The final technical approach (Option 1 or Option 2) shall be determined based on a comprehensive assessment of both the existing Cisco collaboration platform and the proposed new platform. The selected solution must ensure compliance with all project requirements while providing the most appropriate technical and operational outcome.
Question No. 8 – Maintenance Scope Please clarify whether the existing Cisco collaboration platform is included in the three-year maintenance service.
If yes, please confirm:
Does the maintenance cover only the new solution, or both the existing and new platforms?
For equipment that has reached End of Support (EOS) or End of Life (EOL), will hardware repair or replacement remain the responsibility of the bidder?
For EOS/EOL equipment, shall the contractor provide software support on a best-effort basis, including configuration assistance, troubleshooting, and local technical support where possible?
Answer No. 8:
The three-year maintenance service shall cover both the existing Cisco collaboration platform and the newly deployed platform.
Yes, for equipment that has reached End of Support (EOS) or End of Life (EOL), hardware repair and/or replacement shall remain the responsibility of the bidder.
Yes, for EOS/EOL equipment, the contractor shall provide software support on a best-effort basis, including configuration assistance, troubleshooting services, and local technical support whenever feasible.
