Amendment of Solicitation/Modification of Contract Summary

This document is an Amendment of Solicitation (Modification 001) to RFP 19SN1026R0010-P00001, issued by the American Embassy Singapore on July 29, 2026, with an effective date of July 9, 2026. The amendment replaces Exhibit A, the Maintenance Plan for the Building Automation System (BAS), in its entirety. The revised Exhibit A adds an annual requirement to calibrate identified sensors and devices. The proposal due date remains unchanged, and all other terms and conditions of the solicitation remain unmodified. One copy of the amendment must be signed and returned by the contractor.

The Maintenance Plan covers Building Automation System preventative maintenance services at the U.S. Embassy in Singapore. The contract period is one year from the Notice to Proceed, with four optional one-year renewal periods exercisable at the Government's sole discretion. Services include twelve monthly BAS preventative maintenance site visits equally distributed throughout the contract year, with all visits occurring within a 365-day window. The first visit must occur within 30 days of contract award. Monthly maintenance tasks encompass central workstations and servers, color monitors/keyboards, direct digital controllers, field sensors and transmitters, and quarterly software simulation testing. Annual activities include panel and controller inspections with photography (subject to security clearance), sequence confirmation, BAS software and hardware assessments, user account retention and documentation updates, and manufacturers' recommended maintenance. New annual requirement 5.6 mandates annual calibration testing for temperature sensors, pressure sensors, vibration sensors on cooling towers, water flow meters for chillers, data loggers, and relative humidity sensors. The contractor must respond to service calls within three hours during normal working hours and provide up to 20 hours of annual remote support. Equipment covered includes chillers, pumps, cooling towers, water treatment systems, BMS servers, monitors, UPS units, network switches, controllers (JACE WEB 8000, SPYDER, SYLK IO modules), and various field sensors and transmitters. Work excludes ductwork, cabinets, structural supports, external electrical wiring, hydraulic/pneumatic piping, and consumables. Any work outside the scope of preventative maintenance services requires prior Government approval via Purchase Order or Contract Modification.
