(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

b. Technical Acceptability. Technical acceptability will include a review of past performance and experience as defined in Section 3, along with any required technical information provided by the offeror with its /quote submission.
c. Price Evaluation. The lowest price will be determined by multiplying the offered prices times the estimated quantities in “Prices – Continuation of SF-1449, Block 23”, and arriving at a grand total, including all options. This includes pricing information for potentially exercising the 6-month option to extend services (FAR Clause 52.217-8). The Government reserves the right to reject price quotes that are unrealistically low or unreasonably high.
d. Responsibility Determination. The Government will determine prospective contractor responsibility by analyzing whether the apparent successful offeror complies with the requirements of FAR Subpart 9.104-1 general standards, including:
