About this file

This document is a Pre-Bid Conference Questions and Answers (Q&A) for an Alarm Installation and Monitoring Services solicitation by the U.S. Consulate in Cape Town, South Africa. The Q&A addresses several key vendor inquiries, including a bid submission deadline extension to August 25, 2025 at 3PM SAST time. Regarding tactical response vehicle staffing, one armed officer per vehicle will be sufficient. The solicitation allows flexibility in alarm panel selection, with vendors able to choose Paradox series panels (such as MG5050 for smaller residences or EVO/M25 for larger homes) that meet the contract's technical standards.

The solicitation is issued by the Department of State US Embassy Pretoria under solicitation number 19sf2025Q0009, seeking comprehensive alarm installation and monitoring services. The document indicates that vendors should prepare quotes that demonstrate adaptability in alarm system configuration, with a focus on providing appropriate technical solutions for varying residential sizes while maintaining required security standards.

Pre-Bid Conference – Vendor Q&A

1. Tender Submission Deadline Q: It was noted that the tender submission deadline will be extended. Could you kindly confirm the new proposed submission date?

A:The bid deadline has been extended until August 25, 2025 3PM SAST time.

2. Tactical Response Vehicle Staffing Q: Vendors inquired whether the response vehicle is required to be staffed with two officers (as a tactical reaction unit). Should they quote accordingly for a two-person team per vehicle?

A: One person per vehicle will be sufficient, provided the individual is armed with a firearm.

3. Clean Version of Solicitation Document Q: It was mentioned that a clean, editable version of the solicitation document would be provided for reference. When can vendors expect to receive this version?

A: Yes, it will be sent to all participants of the Pre-bid conference and be posted on SAM.gov

4. Alarm Panel Compatibility Q: The MG5050 alarm panel is suitable for smaller residences (2–3 bedrooms) but may not support the device capacity needed for larger homes. The vendor recommends the EVO 192 panel with RTX3 expanders or the Paradox M25 system as alternatives.

Would the contract permit the use of these alternative alarm control panels, where necessary, to ensure full coverage and technical compliance with residence requirements?

A: Regarding alarm systems, if the product is Paradox, you may select the most suitable series for the size of the house. For example, Paradox MG5050 can be used for smaller houses, while larger houses should be equipped with a system that you deem best to meet our standards, such as the Paradox EVO or Paradox M25.
