About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) 19RP3825Q0064, addressing the supply and installation of a fresh air and ventilation system at the U.S. Embassy in Manila. The document contains 15 technical and logistical questions from prospective offerors and corresponding government responses, covering details such as ductwork specifications, fan requirements, construction activities, and site logistics. Key technical details include approximately 120 meters of new ductwork, no specific brand requirements for exhaust fans, and a focus on delivering the correct cubic feet per minute (CFM) of air flow.

Operational parameters include permission for simultaneous construction across three designated building locations, with coordination required from the Contracting Officer's Representative (COR). The U.S. Government will provide a designated storage area for materials and tools, and contractors are allowed to bring meals and consume them in designated areas. The government references a schematic drawing for design specifics and emphasizes the need for manual control dampers on new ductwork for balancing, with no strict external static pressure requirements beyond delivering the correct air volume.

QUESTIONS RECEIVED FROM PROSPECTIVE OFFERORS

AFTER THE PRE-QUOTATION CONFERENCE

RFQ # 19RP3825Q0064

Supply and Installation of Fresh Air and Ventilation System at the U.S. Embassy, Manila

Q1: Does the red dashed line in the drawing represent new duct work for return air?

A1: Yes.

Q2: Does the black dashed line in the drawing represent new duct work for exhaust air?

A2: Yes.

Q3: Does the green dashed line in the GSO office drawing represent new duct work for exhaust air?

A3: Dash line represents the fresh air duct.

Q4: Do we need to provide a new fresh air/exhaust fan for every new duct work?

A4: Refer to the drawing; all dash lines are new duct works.

Q5: What is the size of the air grille for return air?

A5: 10% of supply air; return should have a manual control damper for balancing.

Q6: What is the size of the diffuser for supply air?

A6: Refer to drawing required CFM.

Q7: Could the Government confirm the total length of ductwork to be installed under this project to support accurate material take-offs and cost estimation?

A7: Roughly 120 meters.

Q8: Please confirm whether the Government will provide the final design and duct sizing requirements, or if the contractor is expected to perform the design and sizing calculations based on site conditions and project parameters

A8: Refer to the provided schematic drawing.

Q9: Is there a required or preferred brand for exhaust fans?

A9: None, as long as it is a low-noise-level fan.

Q10: Are there specific performance criteria, such as external static pressure (ESP), that the fans must meet?

A10: None, as long it delivers the correct CFM.

Q11: If ESP requirements are not specified, should the contractor perform the necessary calculations and submit proposed values for approval?

A11: There is no need, however, please ensure there are manual control dampers on each or new duct works for balancing.

Q12: Will the contractor be permitted to carry out simultaneous construction activities across the three designated building locations to expedite project completion?

A12: Yes, but with proper coordination with the COR.

Q13: Please advise whether a designated laydown, storage, or preparation area near or within proximity to the construction site will be made available for contractor use.

A13: Yes, USG will provide designated area or storage for your materials and t tools.

Q14: Please confirm if the contractor is responsible for providing temporary facilities (such as office space, material storage, or sanitation facilities) required to support project execution, or if such facilities will be provided by the Government.

A14: Please refer to the scope of work.

Q15: Are contractor personnel permitted to bring their own meals and consume them within designated areas inside the project site?

A15: Yes.
