About this file

This document is a Questions and Answers (Q&A) clarification for RFQ 19PE5026Q0028 addressing a chancery generators maintenance contract.

The solicitation requires contractors to provide maintenance services for five generators at a U.S. chancery location, including semiannual and annual preventive maintenance, parts replacement, load bank services, and spare parts inventory. Key clarifications address pricing structure: replacement parts including hoses, belts, rocker cover gaskets, thermostats, and filters are quoted and billed only when replacement is required rather than included in base maintenance pricing, except that all filter replacements will be included in annual maintenance pricing. Load bank services are required only for the Safe Haven Generator (350DFLC) with a minimum of 2 hours of operation. Proposals must be submitted in U.S. Dollars per SF-1449 continuation sheet specifications. Contractors must obtain RUC sheets and local operating licenses, maintain locally required insurance including SCTR and Third Party Liability coverage, and provide both local and Defense Base Act (DBA) insurance documentation. A suggested spare parts inventory list is provided including air filters, oil filters, combustible filters, refrigerant filters, and fuel valve shutoff components with specified part numbers and manufacturers. Additional engine belts must not be included in quotations as they will be purchased separately. Contractors must provide UEI and EFT information from active SAM registration, supply an affidavit confirming compliance with contract terms, and maintain documentation per FAR provision 52.204-90 regarding certifications and representations.

QUSTIONS AND ANSWERS

P1. Could you please provide a copy of the contract template for our review?

A1. A purchase (service) order is to be issued to the awardee with its corresponding terms and conditions.

P2. Will the contract be subject to modifications?

A2. It would.

P3. Should the proposal be submitted in Peruvian Soles (PEN) or U.S. Dollars

(USD)?

A3. Please refer to the continuation sheet of SF-1449 on page 2.

P4. On page 6, the proposal content indicates that the certifications and representations contained in Section 4 must be submitted, as applicable. If we have an active registration in the System for Award Management (SAM) for Federal

Government contracts, would it still be necessary to submit those documents separately?

A4. Please refer to the introduction of the FAR provision 52.204-90.

P5. Is there any guide or procedure available to verify whether a SAM registration is active? Additionally, is there a manual or instruction guide for obtaining an

NCAGE code?

A5. Please refer to the provision 52.204-90 (d).

P6. In Section 2, General Requirements (page 8), the supply of hoses, belts, rocker cover gaskets during valve lash adjustments, and thermostats during coolant replacement is required when applicable. Should these parts be included in the overall proposal price, or will they be quoted and billed only when replacement is required?

A6. They will be quoted and billed only when replacement is required

P7. Page 10 indicates that the Government will provide load banks for GEN#1, GEN#2, and GEN#3. For the remaining generators, should the contractor include load bank services in the quotation? If so, for what duration should they be considered?

A7. Only for Safe Haven Generator (350DFLC). Minim 2 hrs. of operation

P8. Page 10 states that the offeror shall obtain all required business licenses and permits. Could you please clarify which specific documents are required, considering that copies must be provided?

A8. RUC sheet, operating license.

P9. On page 11, Section F.I., could you please confirm whether any type of insurance is required for this contract? If so, what coverage and amount should be considered?

A9. The legal ones required locally (i.e. SCTR, Third Party Liability).

P10. On page 11, Section O.a., a Certificate of Insurance is mentioned. Is this requirement related to the insurance referenced in Question 9, or does it specifically refer to Defense Base Act (DBA) insurance?

A10. Local insurance policies are different from the DBA; however, it is required to submit they both on time (in the case of the DBA, only the quote for the insurance is needed at this stage).

P11. Page 12 indicates that hoses, thermostats, and clamps shall be replaced as necessary. Should the cost of these materials be included in the proposal price, or will they be reimbursed only when replacement is required?

A11. They will be quoted and billed only when replacement is required.

A12. The replacement of all filters will be included in the annual maintenance. If a filter needs to be replaced before the annual maintenance takes place, the filter must be quoted and billed separately.

P13. Page 15 indicates that coolant filter replacement is required during the annual maintenance when necessary. If replacement is required, will it be priced separately?

A13. The replacement of all filters will be included in the annual maintenance

P14. Page 15, Section C.3: Could you please indicate when the thermostats of the five generators were last replaced?

A14. We have the following with replacement of the thermostats

P15. On page 15, under which maintenance interval (semiannual or annual) should the replacement of rocker cover gaskets and the corresponding valve lash adjustment be considered?

A15. It is suggested doing it during the annual maintenance.

P16. In Section 3, Item (4), the solicitation requests the Unique Entity Identifier

(UEI) and Electronic Funds Transfer (EFT) information. Could you please indicate where this information can be obtained or verified?

A16. In your active registration in the System for Award Management (SAM). If you do not have one, you will get that information when registering.

P17. In Section 3, Item (6), a statement indicating the degree of compliance with all contract terms and conditions is required. Is there a specific format or template for this statement? If so, please provide it.

A17. There is no template; and affidavit will suffice.
