About this file

This file is a Questions and Answers document for RFQ 19PE5026Q0015 regarding 2026 Independence Day Celebration Services. The document clarifies several technical and operational requirements for the event.

The clarifications address six key areas: (1) the check-in area visual barrier should be approximately 2 meters tall and 35 meters long (not 40 feet in height as originally stated) to screen apartment buildings on the southern side of the embassy compound, with size and design open to interpretation; (2) food stations are part of the base scope of catering services, with emphasis on avoiding customer lines through multiple station locations, and champagne/seafood stations should be quoted separately as CLIN 15 with flexibility to propose additional complementary food stations; (3) beverage service is contingent on embassy-provided donations, with the caterer prepared to provide full beverage products if donations are insufficient, priced as a separate scalable line item including components and service; (4) generators are required only for the event day itself, with electrical outlets available during the June 23–30 preparation period; (5) restroom facilities are available on the compound for installation crew use; and (6) the stage must accommodate 25 musicians. Additionally, the document provides comprehensive Freedom 250 brand guidelines including primary and secondary logos, typography (Georgia and DM Sans fonts), color palette specifications (Starfield navy, Stripe red, Freedom Gold, and Freedom Silver), co-branding requirements, minimum clear space standards, and usage restrictions for black and white versions and logo modifications.

RFQ 19PE5026Q0015 – 2026 Independence Day Celebration Services

QUESTIONS AND ANSWERS

1. Check-in area visual barrier - height clarification

The RFQ indicates that the check-in area visual barrier should be approximately 120 feet in length by 40 feet in height. Could the Embassy please confirm the intended height of this element? A 40-foot (approximately 12-meter) vertical barrier appears significantly higher than typical screening solutions for privacy purposes in similar event settings.

From an operational and design standpoint, a lower height (e.g., approximately 2.5 to 3 meters) would generally be sufficient to provide visual screening while maintaining structural feasibility and integration with the surrounding environment.

Could the Embassy kindly confirm whether the stated height is correct, or provide further clarification regarding the functional or security requirements driving this specification?

Visual barrier for the check in area - at Encalada Ave - should be ~2m tall and ~35m long. See attached picture.

The visual barrier at the event site needs to be of sufficient size to screen the view of the apartment buildings on the southern side of the embassy compound. Size and design of this visual barrier is open to interpretation.

2. Catering scope - service format and stations

The RFQ specifies a catering concept consisting of eight (8) passed appetizers and two (2) passed main courses, as outlined in the document.

Could the Embassy please confirm whether the base catering proposal should be limited to this fully passed service format, or if offerors are expected to include food stations as part of the base scope?

Additionally, may offerors propose complementary food stations (such as cheese/charcuterie stations, carving stations, dessert stations, etc.) as optional add-ons, considering that only seafood/champagne stations are explicitly listed as optional items in the price breakdown?

Food stations are part of the base scope. There is concern about distribution of foods at these stations. The goal is to avoid people standing in lines. For example, if there is only one carving station or seafood station, there will be a line of people awaiting those items. These lines are to be avoided, the strategy to implement this goal is up to interpretation. The champaign and seafood stations were listed as optional and should be quoted separately as CLIN 15 on the Price Breakdown chart. In this line you can include complementary food stations, taking into consideration the avoidance of lines requirement.

3. Beverages scope clarification

While Section 2.9 of the RFQ indicates that the contractor shall integrate and serve Embassy-provided beverages, the price breakdown chart includes a line item for “Drinks (product and preparation),” which may suggest that beverage products are to be included by the contractor.

Could the Embassy please clarify the intended scope of this item?

Specifically, should offerors:

• include the full provision of beverage products (alcoholic and/or non-alcoholic), including mixers;

• include only certain components (e.g., mixers, soft drinks, or water); or

• limit their scope exclusively to beverage service (including bar setup, staffing, glassware, ice, and related equipment), with all beverage products and mixers to be supplied by the Embassy?

The situation for drinks is still developing. Ideally, the Embassy will be able to provide all drinks. However, this depends on the donations we receive, which are not yet finalized. If the Embassy lacks sufficient donated beverages, then the caterer should be prepared to fill the role with full provision. Pricing should be a separate item that can be scaled as need is more clearly identified. Include in the proposal components and service.

4. Power supply during installation period

While we understand that generators should be considered for the event itself, could the Embassy please confirm whether access to electrical outlets will be available during the installation period (June 23–30) for low-consumption activities requiring standard electrical supply (e.g., lighting tests, furniture preparation, sanding, patching, and minor carpentry)?

Alternatively, should offerors plan to include independent power solutions (e.g., generators) for all installation days as well?

The requirement for the generator provided by the vendors is solely for the day of the event. Any work prior to that for the preparation can be satisfied with our utilities. Electrical outlets will be available.

5. Restrooms for installation crew

Could the Embassy confirm whether restroom facilities will be made available for contractor personnel during the installation and dismantling period, or if offerors should include portable restroom solutions for their staff?

Restrooms are available on the compound near the event site that installation crew may use.

6. Additional information regarding stage

Stage size should be able to accommodate 25 musicians.

Black & White Logo and Icon Usage Black and white versions of the Freedom 250 logo and icon should be used only when absolutely necessary and when full-color reproduction is not possible.

The full-color logo is always the preferred option and should be used whenever available.

Black versions are intended for use on light backgrounds.

White versions are intended for use on dark backgrounds.

Color, proportions, spacing, and clear space rules must still be followed.

Freedom 250 Secondary Logo The Freedom 250 flag without the “Freedom 250” wordmark is considered a decorative graphic element, not a primary brand identifier.

The flag-only mark should be used in the same manner as the icon.

It may be used to complement the primary logo in design applications.

Appropriate uses include backgrounds, patterns, apparel, merchandise, and supporting visuals.

The flag-only mark must not replace the primary Freedom 250 logo in any official, formal, or brand-representative context.

The full-color Freedom 250 logo is always the preferred and primary representation of the brand.

SECONDARY LOGO

Co-Branding The Freedom 250 logo may be paired with partner logos using an approved lockup.

The partner logo must not be larger than the Freedom 250 logo.

Both logos should be aligned on the same baseline and scaled to feel visually balanced.

Spacing between logos should be consistent and intentional—not too tight or wide.

Neither logo may overpower, overlap, or alter the other.

The example shown demonstrates the correct scale, alignment, and spacing for approved co-branding usage.

Minimum Clear Space To ensure clarity, legibility, and visual impact, the Freedom 250 logo must always be surrounded by a defined area of clear space.

Minimum clear space is required on all sides of.

the logo.

This space must remain free of text, imagery, graphics, or page edges.

Clear space helps preserve the logo’s integrity and prevents visual clutter.

The minimum clear space should be measured using a consistent internal element of the logo (as shown in the example). This spacing must be maintained across all applications, regardless of size or medium.

The logo should never appear crowded, cropped, or constrained by surrounding elements.
