About this file
This is a Questions and Answers document for Solicitation 19PE5025Q0040 regarding Jet A-1 Aviation Fuel Acquisition, issued in January 2026. The document addresses six inquiries from potential offerors regarding contract requirements and operational parameters.
The anticipated monthly fuel requirement is 3,000 gallons per delivery at each base location, with fuel tank storage capacity limited to 5,000 gallons maximum. Payment terms are Net 30 days upon satisfactory receipt of goods and an accurate invoice; Air Cards are not an acceptable payment mechanism. The contracting officer confirmed capability to coordinate with local police authorities for vehicle protection and security escort services during fuel transport. Regarding contractor eligibility, the document clarifies that fuel distribution companies must be registered with both Osinergmin and SUNAT and comply fully with all legal requirements under Peruvian law. This requirement applies to the fuel distribution company itself, addressing concerns about whether foreign (UK-registered) prime contractors can participate with local suppliers and whether subcontractors may satisfy mandatory qualifications. Additionally, offerors must demonstrate at least 10 years of past performance in Jet A-1 fuel distribution within Peru.
