Scope of Work (SOW).

PROJECT: PIPELINES UPGRADATION AND INSTALLATION WORKS AT US

EMBASSY (KATHMANDU)

PROJECT DESCRIPTION

The Chancery Water Pipeline Installation project aims to establish a reliable and efficient potable water distribution system at the Chancery site. The project encompasses the design, supply, installation, and commissioning of two distinct piping systems to ensure the seamless transport of water to meet the facility's operational needs.

The first component involves the installation of a raw water pipeline from Well 1 to the Singh House Raw Water Tank, spanning approximately 350 meters. This system will utilize 3-inch SCH 80, NSF-certified PVC pipes and fittings, anchored to existing walls or structures with robust supports to minimize excavation. Excavation will be limited to areas where wall anchoring is not feasible, such as road crossings, ensuring minimal disruption to the site.

The second component entails the installation of a treated water pipeline from the Singh House Treated Water Tank to the Utility Building Treated Water Tank, covering approximately 175 meters. This system will employ 2-inch SCH 80, NSF-certified PVC pipes and fittings, also anchored to walls with appropriate supports. The treated water system includes the installation of two centrifugal pumps (one operational and one standby) with automated controls, including pressure switches, flow meters, and a control panel, to ensure consistent and efficient water delivery.

Both pipelines will adhere to NSF/ANSI 61 standards for potable water systems and ASME B31.3 for process piping, with comprehensive pressure testing and quality assurance measures to guarantee leak-free operation. The project prioritizes minimal environmental impact through reduced excavation and leverages existing infrastructure for pipe anchoring. The installation will be completed within 60 calendar days from contract award, subject to weather and site conditions, and includes a one-year warranty on materials and workmanship.

This project will enhance the Chancery's water supply infrastructure, ensuring reliable access to both raw and treated water for operational and utility purposes, while maintaining compliance with industry standards and local regulations.

PRE-BIDDING SITE VISIT

Prior to submitting quotes, all interested contractors are required to attend a site inspection and visit. The site visit shall be held on Aug/5/2025 at 14:00 hours at US Embassy, Kathmandu.

SCOPE OF WORK

The Contractor shall be responsible for providing all the materials, labor and equipment necessary to construct, install, build and complete each phase according to the project description, drawings, specifications and requirements.

Pipe Installation from Well 1 to Singh House Raw Water Tank

• Objective: Supply and install a potable water piping system to transport raw water from Well 1 to Singh House Raw Water Tank.

• Pipe Specifications: SCH 80, NSF-certified, minimum 3-inch diameter.

• Distance: Approximately 350 meters, based on field measurements.

• Scope of Work:

o Supply and install 3-inch SCH 80 NSF-certified pipes and necessary fittings (e.g., elbows, tees, couplings, reducers).

o Anchor pipes to existing walls or structures using proper supports (e.g., pipe clamps, brackets, and structural steel) designed to withstand operational loads.

o Minimize excavation, performing it only in areas where wall anchoring is not feasible or where underground routing is required (e.g., road crossings).

Excavation, when necessary, shall be to a minimum depth of 0.6 meters or as per local codes.

o Install pipes with proper alignment, slope, and support as per industry standards (e.g., ASME B31.3).

o Perform pressure testing and flushing to ensure leak-free operation.

o Restore any excavated areas with backfill and surface reinstatement as required.

o Provide necessary valves (e.g., gate valves, check valves) for system isolation and control.

Pipe Installation from Singh House Treated Water Tank to Utility Building Treated Water

Tank

• Objective: Supply and install a treated water piping system, including pumps and controls, from Singh House Treated Water Tank to the Utility Building Treated Water Tank.

• Pipe Specifications: SCH 80, NSF-certified, 2-inch diameter.

• Distance: Approximately 175 meters, based on field measurements.

• Scope of Work:

o Supply and install 2-inch SCH 80 NSF-certified pipes and fittings (e.g., elbows, tees, couplings, reducers).

o Anchor pipes to existing walls or structures using proper supports (e.g., pipe clamps, brackets, and structural steel) designed to withstand operational loads.

o Minimize excavation, performing it only in areas where wall anchoring is not feasible or where underground routing is required (e.g., road crossings).

Excavation, when necessary, shall be to a minimum depth of 0.6 meters or as per local codes.

o Install pipes with proper alignment, slope, and support as per industry standards (e.g., ASME B31.3).

o Supply and install centrifugal pumps (minimum 2 units, including one standby) with necessary controls (e.g., pressure switches, flow meters, control panels).

o Perform pressure testing and flushing to ensure leak-free operation.

o Provide necessary valves (e.g., gate valves, check valves) for system isolation and control.

o Commission the pumping system and integrate controls for automated operation.

Protection and Clean-up of Site

• The Contractor shall at all times protect and preserve all materials, supplies and equipment of every description, including USG property. All reasonable requests of the Contracting Officer to enclose to specially protect such property shall be complied with.

If, as determined by the COR, material, equipment, supplies and work performed are not adequately protected by the contractor, such property may be protected by the USG and the cost thereof may be charged to the contractor or deducted from any payments due to him.

GENERAL REQUIREMENTS

Standards and Compliance:

o All materials shall comply with NSF/ANSI 61 standards for potable water systems.

o Installation shall adhere to ASME B31.3 (Process Piping) and local plumbing codes.

o For outdoor installations, all pipes must be protected against UV radiation using one or more of the following methods: UV-resistant paint, pipe wrapping, insulation jackets, protective coatings, or pipe enclosures. The contractor shall select the most appropriate method based on site conditions and submit the proposed protection plan for approval prior to installation.

o Pipe supports and anchors shall be designed per relevant standards o The piping system design shall prioritize minimizing the use of 90-degree bends.

Contractors are encouraged to use gradual bends or multiple smaller angle bends (e.g., 45-degree bends) to optimize flow efficiency. Any use of 90-degree bends must be justified with technical reasoning or site constraints.

o All work shall comply with OSHA safety standards.

Quality Assurance:

o Provide material certifications for all pipes, fittings, pumps, controls, and support structures.

o Conduct pressure tests at 1.5 times the operating pressure for a minimum of 4 hours.

o Submit as-built drawings, including support and anchor details, and test reports upon completion.

Schedule:

o Complete all work within 60 calendar days from the date of contract award, subject to weather and site conditions.

Warranty:

o Provide a minimum 1-year warranty on materials and workmanship.

Submittals:

o Submit shop drawings, material specifications, and support design calculations for approval prior to installation.

o Submit draft pressure loss calculations and a preliminary piping layout during the proposal submission phase. These documents should include major and minor losses, pipe routing, fittings, and flow rates. Upon contract award, detailed pressure loss calculations, control schemes and finalized piping layouts, including elevations, dimensions, and adjustments based on site conditions, must be submitted for approval.

o Provide operation and maintenance manuals upon project completion.

Exclusions o Utility connections (power, water) beyond the scope of the piping system.

o Major landscaping or structural modifications not directly related to pipe installation.
