B. STATEMENT OF WORK

B.1. PROJECT NAME AND LOCATION

The Contractor shall furnish and install all materials required by this contract for construction services in support of the Department of State's (DoS) Mission:

Project Id:

Exterior Stairs Repair – Oslo, Norway.

Location:

Villa Otium located at Nobels Gate 28 Oslo, Norway.

B.2. STATEMENT OF WORK

B.2.1. Project Scope

The purpose of this project is the repair and restoration of nine (9) exterior staircases located around the residence.

The primary work consists of removing deteriorated grout/mortar, correcting displaced stair components, installing new compatible mortar, and restoring the staircases to a safe, stable, uniform, and visually consistent condition.

As a secondary component of the project, the Contractor shall perform laboratory analysis of the existing grout/mortar and associated aggregate materials. The purpose of this analysis is to characterize the existing material and provide technical recommendations for a compatible replacement mortar. The testing and analysis shall support the staircase restoration work and shall not constitute the primary scope of the project.

The project is therefore divided into the following two components:

1. Primary Work – Repair and Restoration of Exterior Staircases The primary requirement of this project is the repair and restoration of nine (9) exterior staircases located around the residence. The locations and observed conditions of the staircases are documented in Attachment 3 – Exterior Staircase Photographs and Existing Conditions. Attachment 3 forms part of this Statement of Work and shall be used by the Contractor to understand the locations, general condition, and anticipated extent of the required repairs.

The photographs provided in Attachment 3 are intended to document visible existing conditions and assist the Contractor in preparing its technical and price proposal. The Contractor remains responsible for verifying field conditions, dimensions, quantities, and the extent of work necessary to complete the requirements of this Statement of Work.

The Contractor shall perform the following work, as applicable to the conditions identified for each staircase in Attachment 3:

d. Prepare joints and adjacent surfaces as required for installation of new mortar.

e. Install new compatible mortar to secure the stair components, completely fill the applicable joints, and seal openings.

f. Tool and finish the new mortar to provide a clean and uniform appearance consistent with the existing stairs and surrounding historic materials.

2. Secondary Work – Existing Mortar and Material Analysis As a secondary requirement, the Contractor shall arrange for representative samples of the existing grout/mortar to be analyzed by a qualified testing laboratory.

The purpose of the analysis is to determine the characteristics and composition of the existing mortar and provide recommendations for a replacement mortar compatible with the historic materials.

At a minimum, the analysis shall include:

a. Acid digestion analysis to determine the approximate composition of the existing mortar and provide recommendations regarding aggregate type, size, gradation, and appropriate source.

b. Petrographic analysis to characterize the existing mortar, including its binder, aggregate, physical characteristics, condition, and other relevant properties.

c. A written laboratory report describing the testing methodology, results, findings, and recommendations.

d. Recommendations for a replacement mortar compatible with the existing material in composition, physical properties, color, texture, and appearance.

The Contractor shall submit the laboratory report and proposed replacement mortar to the COR for review prior to installation of the new mortar.

B.2.2. General Requirements

a. The Contractor shall provide all personnel, labor, materials, tools, equipment, transportation, testing, supervision, and other resources necessary to complete both the primary staircase repair work and the secondary material analysis requirements described in this Statement of Work.

d. The masonry contractor performing the staircase restoration shall demonstrate experience performing masonry restoration on historic or heritage buildings. The Contractor shall provide evidence of at least five (5) projects of similar nature, scale, and complexity involving locally or nationally recognized heritage structures.

e. The laboratory performing the mortar/material analysis shall demonstrate appropriate qualifications and experience in the analysis of historic mortar, masonry, or comparable construction materials.

f. Contractor personnel shall only have access to areas designated for the project unless otherwise authorized by the Embassy and shall comply with all Embassy access, escort, security, and safety requirements.

g. All reports, testing results, technical submissions, proposals, and cost estimates shall be provided in English.

h. The Contractor's price proposal shall separately identify the costs associated with the primary staircase repair work and the secondary laboratory analysis/testing work. Costs shall be further broken down by applicable line item.

i. Normal working hours shall be from 8:00 a.m. to 4:00 p.m., Monday through Friday, unless otherwise authorized by the Embassy. The Embassy reserves the right to suspend, delay, or restrict work due to official events, security requirements, or operational needs.

j. The Contractor shall coordinate the work to minimize disruption to residence and Embassy operations and maintain safe access to areas not directly affected by the work.

B.2.3. Protection of Existing Conditions

The Contractor shall exercise particular care when working on or adjacent to existing historic materials.

a. Existing stone, masonry, finishes, landscaping, fixtures, and adjacent surfaces shall be adequately protected from damage throughout the work.

c. The Contractor shall maintain the work areas in a clean and orderly condition throughout performance of the project.

d. Upon completion, the Contractor shall remove all debris, waste, unused materials, equipment, and temporary protection from the site.

e. Cleaning methods shall be compatible with the existing historic materials. Acidic or abrasive cleaning methods shall not be used without prior approval from the COR.

The certificate will be accompanied by a Schedule of Defects listing items of work remaining to be performed, completed, or corrected before final completion and acceptance. Failure of the Contracting Officer to list any item of work shall not relieve the Contractor of responsibility for complying with the terms of the contract.

The Government's possession or use upon substantial completion shall not be deemed an acceptance of any work under the contract.

D.2. FINAL COMPLETION AND ACCEPTANCE

D.2.1. "Final completion and acceptance" means the stage in the progress of the work as determined by the Contracting Officer and confirmed in writing to the Contractor, at which all work required under the contract has been completed in a satisfactory manner, subject to the discovery of defects after final completion, and except for items specifically excluded in the notice of final acceptance.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post acceptance rights—

(1) Within a reasonable time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.

The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.

Examples of occurrences include acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. When an excusable delay occurs, the Contractor shall—

(D) Contractor point of contact; and
