About this file

This is a Questions and Answers document for Solicitation No. 19N06026Q0010 issued by the U.S. Embassy in Oslo, Norway, dated July 14, 2025, regarding routine elevator maintenance services for the Embassy building.

The document clarifies two critical aspects of the contract scope. First, spare parts for routine maintenance must be stored onsite or made available within 24 hours and are included in the fixed monthly maintenance price, which covers routine maintenance services up to $3,000 USD. Second, the contract covers only specific repairs outlined in maintenance checklists. Major repairs are defined as any single repair incident with an estimated total cost (labor and direct materials) exceeding $3,000.00 and are excluded from the contract unless they result from contractor negligence, in which case the contractor remains fully liable. The Government reserves the right to determine how major repairs will be resolved, typically through a separate purchase order or contract. This structure establishes a clear financial threshold separating routine maintenance costs included in the monthly price from major repair costs to be handled separately.
