About this file
This document is a form for contractors to provide information regarding Third Country National (TCN) employees for a gardening services contract at the U.S. Embassy in Oslo, Norway. The form requires bidders/offerors to indicate whether they will employ U.S. citizens/residents, individuals hired in the U.S., local nationals, or third country nationals, along with the number of employees in each category.
The document specifies that Norway has existing worker's compensation laws that will cover both local nationals and third country nationals. If bidders indicate they will employ TCNs under category 4 (where local worker's compensation laws exist), they are not to purchase Defense Base Act insurance but must assume liability for war-hazard injury, death, capture, or detention per FAR 52.228-4. The form also requires contractors employing TCNs to certify whether they will or will not provide accommodation for these employees.
