About this file

This is a Questions and Answers document for Solicitation No. 19MY3026Q0018, dated 26 June 2026, which addresses clarifications on procurement requirements related to motor vehicle delivery to Kuala Lumpur.

The document clarifies three key issues raised by potential offerors. First, the NAICS code 336110 (Motor Vehicle Manufacturing) does not restrict bidding to vehicle dealers or manufacturers; any offeror able to meet the Statement of Work requirements may submit a proposal, including logistics firms that arrange vehicle procurement and delivery. Second, there are no restrictions on small US businesses arranging delivery of goods to foreign embassy locations. Third, regarding Malaysian tax and duties exemptions, the government is unable to provide any documentation or confirmation letters to support supplier pricing preparations. Prospective bidders should note that while eligibility is broad and small businesses are permitted to participate, they must independently assess tax and duty implications when preparing proposals.
