About this file

This document is Amendment 0001 for a federal solicitation for packing and moving services for the U.S. Embassy in Mexico City. The amendment extends the proposal due date to April 2, 2025, and makes comprehensive modifications to multiple sections of the original Request for Proposal (RFP), including updates to the Scope of Services, Contract Clauses, Solicitation Provisions, Evaluation Factors, and Representations and Certifications. These updates align with modifications to the Federal Acquisitions Regulation posted in January 2025.

The amendment includes a detailed Questions and Answers section covering numerous specific aspects of the moving project, such as elevator usage, workstation handling, classified material transportation, communication protocols, safety requirements, and logistical details across multiple embassy buildings. Key points include that Embassy personnel will handle technology equipment disconnection/reconnection, classified materials will be escorted separately, and the contractor must provide their own equipment while following strict security and safety guidelines. The move involves relocating operations from four current locations to a New Office Building (NOB), with the contractor responsible for packing, transporting, and delivering items to their precise destinations.

Q1. Will transportation services require a semi-truck (18-wheeler) or a 26ft regular moving truck?

A1. A 26-ft moving truck is preferred, as a semi-truck (18-wheeler) will not fit in the loading dock area of the originating locations where items must be loaded before being transported to the New Office Building (NOB). A86. Please refer to Q67, and Section 1, Subsection 1.7.3, Contractor Furnished Equipment, Materials, and Supplies.

Q87. Will seals be required on all shipments due to the unsafe neighborhoods very close to new Embassy which can be a continual security risk?

A87. Please refer to Q44.

Q88. Will workstations be connected immediately? Question is to understand if that personnel will be there and possibly have too many people in the area at the same time.

A88. Setting up workstations will be done by Embassy staff in each section. There will not be too many additional staff in each section blocking the movement for the Contractor.

A92. It will be up to the Contractor to determine the best way to move items out of the BIO Building and into a truck.

Q93. Are car ports going to be removed before the move? The entrance area is narrow and broken/uneven concreate surfaces that are uphill from the building to the loading area. It would help if they were not there.

A100. Elevators in the current Embassy receive maintenance four days a week.

Q106. In attachment A it mentions an outside warehouse. These questions are about this. Will this be updated?

A106. Please refer to Q101.

Q107. The volume of workstations to be packed exceed the days defines to pack them. Will that calendar days be increased to accommodate the updated volume or should people be added?

This must be stated as part of the offeror’s proposal. Please refer to Amendment 0001, Part 1.

A108. Please refer to Q101.

Q109. In the initial orientation meeting it was mentioned we would need to have our systems certified by a 3rd party that it did not use certain brands (example Huawei) and other systems. Can you indicate where that can be found since I cannot locate it?

A109. Please refer to Section 2, Subsection 2.3, FAR Clause 52.204-25; Section 5, Subsection 5.1, FAR Clause 52.204-24, Subsection 5.2, FAR Clause 52.204-26.

Q110. There was very little classified material mentioned in the walk through that would be moved by the winning party. We were told those boxes would be packed, sealed and taped previously. Is it acceptable to suggest that previously packed sensitive material boxes travel with unclassified material but separated on a different pallet?

A110. All classified materials will be escorted at all times and will move with only other classified materials.

Q111. How will we know which areas are CAA and which are not? There were different levels of control on the tour from open door entry to locked doors to control access to locked doors where the mobile phone of the visitors needed to be left outside.

A111. The Embassy will provide the location to which the Contractor will move each box or item. In some cases, it will be delivered outside of a door or entryway.
