About this file

This document is a Questions and Answers file for Solicitation 19MX5325Q0035, relating to an art mount project for the U.S. Embassy in Mexico City. The Q&A provides critical details about the project, including that the U.S. Government will provide an artwork inventory with measurements and photographs, and the vendor will need to design a flexible, adaptable mounting system capable of supporting various artwork sizes and types. Key requirements include creating a hanging system for 9 artworks that is freestanding and compatible with standard frame hardware, with the vendor responsible for installation assistance and coordinating with the Cultural Heritage Senior Curator.

The solicitation emphasizes that the U.S. Government will handle artwork transportation, handling, and insurance, while the vendor focuses on art mount design and installation. The vendor is not required to have specific certifications like LEED or ISO, though adherence would be considered an added value. The project timeline indicates service completion by September 1, 2025, with proposal submission deadlines of June 16, 2025 (for questions) and June 20, 2025 (for proposals), both at 12:00 hrs local time in Mexico City. Additional attachments include a Chancery Art Collection Inventory and NEC Mexico City Photos to support the vendor's understanding of the project requirements.

QUESTIONS & ANSWERS

1. Will the vendor be responsible for transporting the artwork to the U.S. Embassy?

RESPONSE: No, the vendor will not be responsible for transporting the Artwork.

2. Are all objects requiring mounts limited to two-dimensional framed artworks?

RESPONSE: All framed pieces have depth, width, and length—every artwork has three dimensions. Some frames are made of wood, but all pieces inherently have measurable depth.

3. What specific types of artworks are included in this project?

RESPONSE: The U.S. Government (USG) will provide a document containing photographs of the designated artwork installation areas, highlighting the corresponding finishes. Once the contract is awarded, the vendor will be given the opportunity to visit the site and inspect the artwork in person.

4. Could you provide a comprehensive object list, ideally including dimensions and/or images for each item?

RESPONSE: The USG will share the artwork inventory that includes measurements and photographs of each piece; however, the Statement of Work (SOW) specifies that the mounts may also be used to display other items or artworks. For this reason, the design must accommodate the provided minimum and maximum dimensions.

2.4 Structural stability. D) The mount design should be flexible and adaptable enough to hold different sizes or types of artwork, with adjustable components that ensure the balance and stability of the larger and heavier pieces.

5. To align with the aesthetic of the new building, what specified colors, surface finishes, and materials should be used?

RESPONSE: The USG will provide a document containing photographs of the designated artwork installation areas, highlighting the corresponding finishes.

Once the contract is awarded, the vendor will be given the opportunity to visit the site and inspect the artwork in person.

6. Is it permissible to subcontract transportation services to Fine Art Shippers (FAS) in Mexico for this project?

RESPONSE: The vendor may subcontract transportation services solely for the art mounts, as established in the Request For Quotation (RFQ). Transportation, handling, and insurance of the artwork are the responsibility of the USG.

7. I understand that the hanging system is for 9 artworks, and it has to be freestanding, do you have a list of works or more precise information on the frame design, backing and hanging hardware for each one?

RESPONSE: The USG will share the artwork inventory that includes measurements and photographs of each piece. The artwork frames follow a standard hanging system, which should be compatible with any type of frame and hardware (e.g. annealed wire, hooks).

8. As we understand, the design has to be in accordance with the general design of the spaces and interiors, any chance that we can have information about materials and finishes used in the spaces where artworks are planned to be installed?

RESPONSE: The USG will provide a document containing photographs of the designated artwork installation areas, highlighting the corresponding finishes.

Once the contract is awarded, the vendor will be given the opportunity to visit the site and inspect the artwork in person.

9. Do we need to include in the quote the installation of the artworks, or only the hanging system?

RESPONSE: The quote should include a separate line item for the artwork installation. The awarded vendor must be present during installation to address any issues that may arise with the hanging system as established in the RFQ as follows:

4.5 Assistance for Art Work Installation. If required by the Cultural Heritage Senior Curator, the vendor shall provide assistance for the installation of the artwork.

A) The vendor shall ensure that all necessary personnel, tools, and equipment are available to support the installation process, as directed by the curator.

B) The vendor's team shall work in coordination with the curator to ensure that the artworks are installed according to the curator’s specifications and in alignment with the overall design concept.

10. Are there any special requirements we need to comply with, or any licenses or registrations needed such as LEED and ISO certificates?

RESPONSE: The vendor must comply with the applicable standards for artwork installation. It would be an added value if they also adhere to LEED or ISO standards; however, submission of certificates or possession of licenses and registrations is not required.

11. Confirm that you are requesting crates and specialized art transport for the artworks. We will need to have precise measures and location for pick up. Is insurance provided for the artworks during transport, or should we quote this?

RESPONSE: The USG will be responsible for the transportation, handling, and insurance of the artwork.

The crating requested in section 2.7 (Art mount transportation and installation) refers to the art mounts, not the artwork itself, to ensure they are protected from damage during handling and transportation.

The following RFQ clauses refer to the art mounts, not the artwork.

4. Crating Transportation and Waste Disposal

4.3 Transportation, Delivery and Import Requirements

4.4 Unloading, Handling and Installation Requirements.
