SUPPLIES OR SERVICE AND PRICES/COSTS
1.
Scope of Services
The Contractor shall furnish and deliver hospitality kits for rental to the U.S. Embassy Mexico City in accordance with the Description/Specifications/Work Statement and terms and conditions set forth herein. Services required under this contract are in support of the direct hire U.S. Embassy employees and their families as they transition in and out of Mexico.
1.2.
Type of Contract
This is an indefinite-delivery, indefinite-quantity type contract with firm-fixed rates.
(a) Orders will be placed by the firm-fixed task orders.
(b) Individual purchases shall be documented with a task order, see attachment 6.
1.3.
Notice to Proceed and Period of Performance
This contract includes a Notice to Proceed requirement. This Notice to Proceed will be issued within ten calendar days of award or ten calendar days of receipt of evidence of Defense Base Act (DBA) insurance, if DBA insurance is required.
The performance period under this contract will commence on the date listed in the Notice to Proceed and continue for twelve months with four one-year options for renewal.
1.4.
Cancellation
The Government shall be liable for the price of each kit ordered but not used, unless the Contracting Officer Representative (COR) gives the Contractor an oral or written cancellation no less than 24 hours before to the anticipated effective date of the cancellation. If the COR does not give the Contractor a cancellation notice 24 hours before the anticipated date, a 50% refund of the first day of service will be issued.
2.
Pricing
This estimated amount is based on total estimated Government requirements for this period of performance and is not guaranteed by this contract.
The prices listed below shall include all labor, materials, overhead, profit, and transportation necessary to deliver, install and pick up the required items to U.S. Government Apartments located in Mexico City and the State of Mexico (Estado de Mexico).
2.1.
Value Added Tax
Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate line item in the contract and on invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. It is reflected for each performance period.
2.2.
Payment Currency
Offers and Payment in U. S. Dollars. U. S. firms are eligible to be paid in U. S. dollars. U. S. firms desiring to be paid in U.S. dollars should submit their offer in U. S. dollars. A U. S. firm is defined as a company which operates as a corporation incorporated under the laws of a state within the United States.
Offers and Payment in Pesos. Any firm which is not a U. S. firm is a foreign firm. Any firm that does not meet the definition of a U. S. firm shall submit its prices and receive payment in local currency.
