About this file
This document is an Amendment of Solicitation for Travel Management Services (Solicitation No. 19MU3026Q0002) issued by the American Embassy in Muscat, Oman, containing a comprehensive vendor Q&A document. The solicitation seeks a travel management contractor to provide travel services, including ticket booking, airport transfers, and on-site support, with a planned contract start date of April 1, 2026. Key requirements include maintaining one on-site staff member with 24/7 backup, using a Global Distribution System (preferably Sabre), providing two-way airport transfers within Muscat, and complying with Fly America Act carrier preferences.
Critical contract terms include a 24-hour email request turnaround time, transaction fees applicable per travel order, mandatory Defense Base Act (DBA) insurance, IATA accreditation for the prime contractor, and specific invoicing and payment conditions. Contractors must submit proposals in three separate files (Technical, Financial, and Certification), with each file not exceeding 30 MB. Payment terms are set at 30 days from invoice submission, and the embassy will provide workspace without additional rental charges. Offerors must have an active SAM registration and NCAGE code, and submit Form W-14 with their proposal.
