About this file

This is a Questions and Answers (Q&A) document for RFQ 19KU2026Q0012 addressing the renovation of restroom, lactation room, and locker room facilities at a Chancery Annex. The Q&A clarifies solicitation requirements but does not modify the base RFQ terms; in case of inconsistency, the amended solicitation governs.

The renovation scope encompasses multiple areas with specific dimensions: a lactation room (2.6m × 4m × 3.15m height) requiring drywall replacement (12.6 m² of 12mm moisture-resistant drywall) with full painting and backsplash tiling (60cm height); a 15m × 2.5m × 3.15m corridor requiring floor tile installation and obstacle removal with 54 linear meters of skirting; separate men's and women's restrooms (6.5m × 4.5m × 3.15m each) requiring tile replacement, waterproofing to 40cm height on walls, ADA-compliant fixtures, new counters (2.1m × 0.6m, two sinks per room), and flush valve relocation; a consular restroom (2.7m × 1.5m × 2.8m height) with partition wall demolition and waterproofing; and men's and women's locker rooms requiring complete drywall and tile replacement with ADA-compliant showers (1.0m × 1.1m depth). Additional requirements include installing an ADA-compliant water cooler (Elkay EZ model), adding a bidet sprayer (shattaf) to one women's toilet, using moisture-resistant drywall in all new partition areas, waterproofing the toilet and shower areas, and ensuring all fixtures comply with ABA/ADA requirements. Sanitary fixture brands acceptable include Grohe, Roca, Kohler, Villeroy & Boch, or approved equivalents. Bidders must submit preliminary quality control schedules, single Construction Accident Prevention Plans (CAPP) incorporating Activity Hazard Analyses, separate Heat Remediation and Medical Response Plans, and consolidated work plans with project schedules showing methodology and timeline. The existing water supply lines are copper, existing floor drains are available for tie-in, and only attached drawings are available (MEP as-built drawings are unavailable). No deadline extension is planned, and the government has not identified a specific project magnitude.

The tender documents require submission of a Bill of Materials (BOM) indicating rates per square meter, linear meter, or per item. Kindly clarify whether bidders are required to provide unit rates for individual materials or for completed work items, and whether both the units and corresponding rates are required in the BOM.

For individual materials.

The tender documents identify a Quality Control

Schedule as a required submission. Kindly confirm whether a preliminary Quality Control Schedule is required as part of the tender/proposal submission, or whether the detailed Quality Control Schedule is to be developed and submitted by the successful contractor during the project execution phase, prior to the commencement of site activities.

Preliminary quality control schedule.

The specification requires submission of Activity

Hazard Analysis (AHA) & Accident Prevention

Plans, Safety Plan and Construction Accident

Prevention Plan (CAPP), Detailed Safety Plans and Accident Prevention Plans. Please confirm whether these are separate documents or whether a single Construction Accident Prevention Plan

(Americans with Disabilities Act)

ABA (Architectural Barriers Act) clarification regarding the following tender requirements:

* A detailed work plan for each item showing how the work will be performed, including preparatory/demolition/installation plans.

* A clear and concise project timeline chronograph, with an itemized work schedule for each item.

Could you please clarify the difference between these two requirements? Specifically, are these intended to be submitted as two separate documents, or can they be combined into a single document that addresses both requirements?

Offeror could submit one consolidated Work Plan and Project Schedule, with separate sections addressing the methodology and timeline. The key is that the submission provides enough detail for the Government to evaluate both requirements independently.

Can be combined into a single document.

The SOW does not specify the material of the existing concealed water supply pipes. Please confirm if the existing water lines are Copper, PPR, or another material.

Copper.

The photos on pages 71-72 show existing toilets equipped with exposed flush valves

(flushometers). Page 62 mandates that the "flush lever be on the open side of the stall" for ADA compliance. Are we required to demolish the walls to relocate the 1-inch main water rough-ins to shift the flush valves to the correct ADA side, or do the current rough-in locations already meet the ADA side-clearance requirements?

Demolish and relocate.

The SOW requires the installation of new floor drains in the locker rooms and the Consular

Restroom. Are there existing floor drains in these exact locations that we can tie into, or should our pricing account for concrete slab core-drilling, trenching, and routing new drainage pipes to the building's main stacks?

Existing drains area available.

The SOW states: "an extra shower is to be installed in the Women's locker room toilets. The existing hand shower pipe is to be reconfigured."

Does the term "extra shower" here refer to installing an actual bathing shower stall (which requires a new floor drain and mixing valve), or does it simply mean installing a new bidet sprayer

Installing a new bidet sprayer (shattaf), (shattaf) inside the toilet stall and concealing its pipes?

The project requires replacing the existing water cooler with an ADA-compliant unit (Elkay EZ).

ADA coolers sit significantly lower than standard ones. Does the existing concealed drainage pipe in the wall accommodate this lower height, or is wall demolition and pipe re-routing required to lower the drain trap?

Contractor will have to determine and conduct the re-routing if required.

Please provide the latest Mechanical and Plumbing

(MEP) As-Built drawings for the affected areas to help us identify hidden drainage stacks and supply lines.

Unavailable.

Expanding the Consular Restroom requires new ceiling-hung partitions that extend into the ceiling plenum. Will this new architectural wall layout require the relocation, addition, or modification of existing Fire Sprinkler heads and HVAC supply/return diffusers to maintain code compliance?

No modification to fire sprinkles or HVAC pipes is required.

Please provide extension to the proposal submission date, in order to provide best and competitive prices.

Currently there are no plans to extend proposal submission.

Kindly provide As Built existing drawings of working locations?

Only attached drawings are available.

Please provide width measurement of Shower door openings where the doors will be installed.

Shower doors new width must be in accordance to ABA/ADA requirements.

Please clarify preferred frame height (up to 76 inches in 1 inch increments) and your choice of frame finish (Satin or Matte Black) for Shower door.

Samples are to be submitted for approval.

Please clarify during demolition of Partition walls, being adjacent walls got effected repair is in

Contractor or Client scope?

Yes, damage to adjacent walls is to be rectified by contractor.

Please clarify new counter scope only in Lactation room or will provide in Men and Women room, Consular Restroom?

New counters are required for men and Women and lactation room. NO

Counter for consular

Please clarify Specification of New Counter?
