VARIOUS ABA/ADA UPGRADE PROJECT:

1.0 INTRODUCTION

The U.S. Embassy in Kuwait requires the services of a qualified contractor to upgrade various restrooms and infrastructure within the Embassy compound in Bayan, Kuwait City, to ensure compliance with the Architectural Barriers Act (ABA) and the Americans with Disabilities Act (ADA).

1.1 Definitions:

• Contracting Officer's Representative (COR): The Embassy official designated by the

Contracting Officer to provide technical oversight and direction during contract performance. The COR is authorized to inspect work, approve submittals, and issue written authorizations as specified in this SOW. The COR is not authorized to modify the contract's scope, price, or period of performance.

• Facility Manager (FM): The Embassy official responsible for the overall management and maintenance of Embassy facilities. The FM works in coordination with the COR to ensure work meets Embassy facility standards.

• Post Occupational Safety & Health Officer (POSHO): The Embassy official responsible for ensuring compliance with occupational safety and health standards on Embassy premises. The POSHO is authorized to suspend work that poses an imminent safety risk.

• Where this SOW references "COR/FM/POSHO or authorized representatives," any one of these officials may act in the described capacity unless otherwise specified.

2.0 GENERAL REQUIREMENTS

The work shall be executed in a diligent manner in accordance with a negotiated firm fixed price and performance period. Work should be performed during regular operational hours, and the Contractor shall not have access to any other building interiors except with prior approval from the Embassy. Some work may occur during weekends or holidays on mutually agreed terms and conditions.

The Contractor shall use the following references, along with all applicable ABA/ADA standards and other industry standards, to successfully complete the projects described below:

• OBO Access Guide Scoping Chapters: https://dosobo-access.wbdg.org/obo-project-filter/

• Architectural Barriers Act: https://www.access-board.gov/aba/

• Guide to the ABA Accessibility Standards: https://www.access-board.gov/aba/guides/

3.0 SCOPE OF WORK

3.1 Bill of Materials & Quantities

The Contractor shall be required to prepare a Bill of Quantity (BOQ) from the site visit and provide dimensions of the elements at the Embassy Compound. The BOM shall identify the unit of measure and corresponding rate for each individual material, as applicable (e.g., per square meter, linear meter, or per item/piece of equipment). A preliminary Quality Control Schedule shall be submitted with the proposal.

Design drawings for each project, quality control information, and specifications shall be provided so that the Embassy can approve the use of all materials along with presented samples. These documents shall provide the necessary interfaces, coordination, and communication between the Embassy and Contractor for delivery of the completed project.

3.2 Logistics

Staging/storage areas shall be available on the grounds, in a mutually agreed location with the COR.

3.3 Materials and Equipment

All materials and equipment required for the satisfactory completion of the project shall be included and accounted for by the Contractor.

3.4 Labor

All specialized/skilled labor required for the satisfactory completion of the project shall be included and accounted for by the Contractor.

3.5 General Scope of Work

The Contractor shall provide skilled/specialized labor, all necessary support equipment, and materials to complete the following projects:

3.5.1 Remodel Lactation Room

Room dimensions: approximately 2.6 m wide x 4 m long x 3.15 m high. Corridor dimensions:

approximately 15 m long x 2.5 m wide x 3.15 m high. All dimensions remain subject to field verification by the Contractor.

Remove existing counter/sink, floor tiles, and wall tiles from one wall in the lactation room. The drywall area to be replaced is approximately 12.6 sqm and shall be 12 mm moisture-resistant drywall. All existing wall construction in this area is drywall. Install new approved, matte-finish floor tiles (including skirting) throughout the lactation room and corridor, covering an area of approximately 38 sqm.

Provide approximately 14 linear meters of skirting in the lactation room and 40 linear meters in the corridor. Remove or temporarily relocate obstacles as necessary to complete the corridor floor-tile installation and restore them afterward.

Supply and install a new counter with oak or similar wood base cabinets with seamless granite countertop, stainless steel undermount kitchen sink, faucet, etc. Provide a tile backsplash over the countertop extending approximately 60 cm in height across the width/length of the counter. The approximate size of the cabinet shall be 2 m in length and 60 cm in depth. The base cabinet installation should not disrupt required accessibility standards. The height of the cabinet will be designed to meet ABA/ADA standards. Kitchen sinks adjustable to 29" minimum, and 36" maximum height are allowed if rough-in plumbing permits connections at sinks mounted at 29" high. The contractor is responsible for reconfiguring plumbing connections to follow the required standards and conceal all water pipes that are visible. (reconfigure to be behind drywall).

Paint all walls in the lactation room and the corridor after tile installation. No ceiling painting is required. The approximate size of the walls to be painted is 114 sqm. The contractor shall apply a minimum of 3 coats of paint after surface preparation and priming for a smooth, uniform finish, matching existing color and finish, lead-free, low/no VOC. The contractor is to coordinate with COR for removal of any obstacles. A new fixed tilted mirror size 24 inches by 36 inches is to be supplied and installed behind sink as per ABA/ADA standards.

Floor Tile Specifications:

• Supply and install high-quality, non-water-absorbent porcelain floor tiles, measuring either

300mm × 300mm or 500mm × 500mm, with a minimum thickness of 9mm, as approved by the COR.

• Tile size, color, pattern, and finish shall be subject to sample approval prior to procurement and installation.

• Floor tiles shall be of a slip-resistant (anti-skid) type with a matte finish, suitable for wet areas, to minimize slip hazards. Industry Standards heavily recommend a minimum Dynamic Coefficient of Friction (DCOF) of 0.42 for wet indoor floors, and 0.6 or higher for maximum wheelchair safety

Wall Tile and drywall Specifications:

• Supply and install water/moisture resistance drywall and high dense rockwool insulation.

• Supply and install high-quality glazed porcelain wall tiles with a glossy finish.

• Tile size, color, and pattern shall match the approved samples.

Waterproofing Requirements:

For this project, waterproofing is required in the Men's, Women's, and Consular toilet/restroom areas.

Waterproofing shall cover the entire applicable floor area and continue vertically up adjoining walls to a minimum height of 400 mm. Tile installation shall commence only after the waterproofing system has properly cured and been approved by the COR. This waterproofing requirement does not apply to the Lactation Room or corridor.

3.5.2 Remodel Men's Locker Room

Approximate room dimensions: 6.5 m long x 4.5 m wide x 3.15 m high. All dimensions remain subject to field verification by the Contractor.

Site preparatory work shall not be limited to the following but shall be as required per each location.

Install anti-slippery protective clothing at the site to secure the floor and prevent dust infiltration to walls, floors, structures, equipment, or nearby objects. The contractor must follow Lock-Out Tag-Out (LOTO) procedures for electrical circuits and plumbing valves prior to starting work, in consultation with the COR/Embassy.

Remove all existing floors and wall tiles. Demolition must be carefully performed to minimize damage to underlying/surrounding structures. Electrical and plumbing installations shall not be damaged when removing existing tiles/drywall partitions. All existing drywall partitions/walls in the Men's Locker Room/toilet renovation area shall be replaced with 12 mm moisture-resistant drywall. Metal studs/runners shall be replaced where corrosion or damage exists and as otherwise required for the new work. Provide cement board and high-density insulation in the new partition areas in accordance with the approved wall assembly and applicable wet-area requirements. All walls in the affected areas are drywall construction. Any damage to adjacent walls or finishes caused by demolition or construction shall be repaired by the Contractor at no additional cost to the Government. High dense insulation (minimum 50 kg/m3) is to be installed behind all drywalls. All bathroom fixtures, fittings, grab bars, commodes, sinks, fire alarm notifications, and wall fans shall be removed for reinstallation or protected during work; the Contractor is responsible for replacing any damaged items with the same or equivalent brand, quality, and specification.

Modify one shower stall on the right side to be wheelchair accessible per ABA/ADA standards:

demolish the ledge, increase the width of wall openings to a minimum of 815 mm at the "pinch points."

The existing shower depth is approximately 1.1 m and the existing opening is approximately 1.0 m; the new shower-door opening shall comply with applicable ABA/ADA requirements. Samples for the proposed shower door, including frame height and finish, shall be submitted for Embassy approval.

Install a new drainage system at the end of the accessible shower stall to prevent water infiltration and ensure proper water flow management. Existing floor drains are available for connection; the Contractor shall verify field conditions and provide any required routing/reconfiguration. Install floor drains and hand showers in the toilet. Install wheelchair-accessible shower doors; the accessible stall door must have a minimum clear opening width of 32 inches when open, with easy-to-use handles, without hampering the minimum 815 mm pinch-point opening. ADA-compliant roll-in showers require a threshold no higher than 1/2-inch, rounded or beveled, with a roll-in shower space of at least 60 inches by 30 inches.

Replace sink counter approximately (2.1 m × 0.6 m), reconfiguring plumbing connections to comply with required ABA/ADA standards. The replacement scope includes the countertop and two (2) sinks.

Existing concealed water-supply piping is copper. Where necessary to achieve ABA/ADA compliance, demolish and relocate the existing 1-inch water rough-ins/flush-valve connections so that flush controls are located on the required open side. Existing mirror, faucets, tissue dispensers/holders, soap dispensers and hand dryers shall be safely removed and reinstalled after counter installation.

All vehicles, personnel, equipment, tools, and materials are subject to security clearance and inspection at designated checkpoints prior to entry. Screening may require additional time depending on traffic volume at the back-entrance checkpoints.

10.0 GENERAL INFORMATION

All work will be performed during working days, Sunday through Thursday, 0830–1630, except as advised by the POSHO/COR or authorized representatives. Some work must occur during weekends in coordination with the Facility Manager/COR. Work outside these hours requires FM-POSHO/COR approval. A list of workers, vehicles, and equipment must be submitted two weeks prior to project start to arrange access passes. Work shall be performed efficiently and professionally using high-quality tools and materials, subject to inspection by the COR/POSHO or authorized representatives.

• Barricading the work area to prevent unauthorized access and protect pedestrian traffic

• Ensuring all workers wear appropriate PPE (safety shoes, safety glasses/face shields, dust masks/respirators, head/hand/hearing protection, welding gear as required, fall protection equipment)

• Keeping the worksite clean and organized, removing debris/trash daily

• Ensuring power equipment is never left unattended without disconnection; power tools shall have proper guards

• Ensuring power cords/equipment have proper earthing and are in good working condition

• Allowing COR/POSHO or authorized representatives to inspect tools and materials at any time

• Securely storing tools only in COR/POSHO-approved locations

The Contractor shall follow all OSHA and USACE EM-385-1-1 safety standards and other guidelines attached to the solicitation. Workers without appropriate PPE will not be permitted to work at the Embassy.

11.1 Summer Outside Working Policy

Per Kuwait labor law, work in uncovered areas under direct sunlight is prohibited from 11:00 a.m.–4:00 p.m., June 1 through the end of August; workers must be assigned to shaded/covered areas during ban hours. All contracts/projects involving outdoor or non-air-conditioned work during summer months must include a Heat Remediation Plan covering working hour limits, heat mitigation efforts, and a medical reaction plan. The POSHO must approve all Heat Remediation Plans, and an approved signed copy must be kept at the worksite.

12.0 INSPECTION & ACCEPTANCE

The project, services performed as-builts, and all materials or supplies used in its execution shall be subject to inspection by the COR, POSHO, or their authorized representatives throughout the course of the work, to verify that all work is carried out in a satisfactory manner and that all materials meet acceptable quality standards. The Contractor shall promptly correct or remedy any unacceptable work or conditions within the scope of this project.

The project will be deemed complete and accepted when all restroom and lactation room upgrades described in Section 3.5 (Lactation Room, Men's Locker Room, Women's Locker Room, and Consular Restroom) have been successfully installed, tested, and are fully compliant with ABA/ADA standards and the specifications outlined in this SOW. The COR/FM/POSHO will conduct a final walkthrough and sign off on the project once satisfied with the results and will issue written acceptance. This written acceptance triggers the commencement of the one (1) year warranty period per Section 3.8.
