About this file
This document is an Amendment (0001) to Solicitation 19KU2025Q0014 for replacing heavy-duty metal doors at the American Embassy in Kuwait. The amendment introduces two key updates: a revised Summer Outside Working Policy and a new mandatory submission requirement for a Heat Remediation Plan. According to Kuwait's local labor law, outdoor work is prohibited from 11:00 a.m. to 4:00 p.m. between June 1 and August 31, with workers required to be in shaded areas during these hours.
Contractors must now submit a Heat Remediation Plan with their proposal, which must detail: working hour limits to mitigate heat exposure, heat mitigation efforts to ensure personnel safety during extreme temperatures, and a medical emergency response protocol. The plan requires approval from the Post Occupational Safety and Health Officer (POSHO) and must be kept on-site. The solicitation involves replacing eight (8) double door sets and one (1) single door set at a Support Annex, with a site visit scheduled for June 2, 2025, and quotes due by June 25, 2025, at 10:00 am Kuwait local time.

The purpose of this amendment is to incorporate the following update and submission requirement:
1. Reference Section E and Attachment B: Replace paragraph “Summer Outside Working Policy” in its entirety with the following updated text:
Summer Outside Working Policy:
Per Kuwait’s local labor law, “The employer is prohibited from assigning workers to perform work in uncovered areas under direct sunlight from 11:00 a.m. to 4:00 p.m. during the extended period from June 1 until the end of August." Workers may work outdoors during the ban hours; however, all workers must be assigned to work in shaded or covered areas during the ban hours, thereby avoiding direct exposure to sunlight.
All contracts or projects involving work outdoors or in non-airconditioned spaces during the summer months must include a Heat Remediation Plan. This plan must include working hour limits, heat mitigation efforts, and a medical reaction plan in the event of a heat-related medical emergency. The Post Occupational Safety and Health Officer (POSHO) must approve all Heat Remediation Plans, and an approved signed copy of the project's Heat Remediation Plan must be kept at the work site.
Supervisors are instructed to brief their employees and/or contract workers to ensure full compliance with this policy.
2. Mandatory Submission of “Heat Remediation Plan” – New Requirement Under SECTION J of Solicitation:
Contractors are required to submit a Heat Remediation Plan along with their proposal as a separate attachment titled “Heat Remediation Plan”. This plan must include, at a minimum:
• Working hour limits to mitigate exposure to high temperatures.
• Heat mitigation efforts to ensure the safety of personnel during periods of extreme heat; and
• A medical reaction plan outlining the response protocol in the event of a heat-related medical emergency.
Please ensure this plan is properly prepared and submitted with your proposal to comply with the updated solicitation requirements.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.
