About this file
This document is Amendment 0001 to Request for Quotations (RFQ) No. 19JA8026Q0017, issued by the U.S. Embassy Tokyo on March 10, 2026. The amendment provides Questions and Answers (Qs&As) clarifying specifications for the acquisition of wood flooring and adhesives for the U.S. Embassy Housing Compound in Tokyo, Japan. The original solicitation was dated February 27, 2026, and the amendment indicates that the receipt deadline for offers is not extended.
The Qs&As address two primary inquiries regarding product specifications. Question 1 concerns dimensional adjustments to accommodate Japanese metric standards, specifically whether metric widths (100mm or 150mm) could substitute for inch-based specifications while maintaining equivalent material quality and total square footage. The government's answer clarifies that length adjustments are permitted (L1490mm), but width and thickness cannot be changed due to partial replacement requirements in existing installations. Additionally, the government confirms acceptance of equivalent adhesives supplied by wood manufacturers, provided the quoter submits product Material Safety Data Sheets (MSDS) for technical evaluation, with consideration for indoor use and fume factors. Question 2 addresses plank length variation, with the government explicitly rejecting random length planks ranging from 11.7 to 58.5 inches, requiring consistent plank lengths instead. The material specified is Red Oak flooring with nominal width of 5 inches and 3/8 inch thickness.

Question Answer
Q1 We would like to respectfully inquire whether slight dimensional adjustments based on Japanese metric standards may be acceptable, provided that the total required area, material (Red Oak), grade, finish, and overall quality remain equivalent to the specified product.
In Japan, standard flooring widths are typically 100mm or 150mm under metric specifications, and inch-based materials (such as approximately 5 inches in width) are extremely difficult to procure locally. Even imported products marketed in Japan are generally converted to metric standards. As a result, sourcing the exact inch-based dimensions specified in the RFQ may not be feasible within the available timeframe.
We would greatly appreciate your guidance on whether proposals based on Japanese standard metric dimensions — while maintaining equivalent material quality and total square footage — would be considered acceptable as “or equal” under this solicitation.
Additionally, we would like to confirm whether the use of manufacturer-recommended adhesive (compatible with the proposed flooring product) would be acceptable, as Japanese manufacturers generally specify their own approved adhesive systems to ensure warranty and performance compliance.
A1 Please see additional size information on the wood flooring in metric.

T 8.4-8.5mm
L1490mm x 125.5mm (excluding the side groove) x
T 8.4-8.5mm
Change in wood size: We can adjust the size of the length but not the width and thickness. In some works that we are doing, we are replacing the wood partially and changes in width and thickness will not be acceptable.
Adhesive: We are open in accepting equivalent adhesive supplied by the wood manufacturer, however, please note that we are working in indoor locations and fumes and other factors are necessary to consider. The quoter shall send the product MSDS as a part of quotation for Technical Evaluation for review.
Q2 We can provide the exact item from the product link highlighted on the cover letter and RFQ file.
However, I would like to note that the plank
A2 Random lengths from 11.7 inches to 58.5 inches will not be acceptable.

Amendment 0001 lengths are random, ranging approximately from
11.7 inches to 58.5 inches. This variation helps create a more natural appearance once installed.
Rest assured, the width and thickness of all planks remain consistent with the specifications on the link: 5 inches wide and 3/8 inch nominal thickness.
Kindly let me know if these plank dimensions work for you or if you require a custom size, so I can proceed accordingly.
