About this file

This document is Amendment 0002 to Request for Quotations (RFQ) No. 19JA8026Q0017 issued by the U.S. Embassy Tokyo Procurement/Contracting Office. The amendment, effective March 12, 2026, provides clarifications and revisions to the wood flooring and adhesive acquisition for the U.S. Embassy Housing Compound in Tokyo, Japan. The solicitation (originally dated February 27, 2026) is amended but the receipt deadline is not extended. Contractors must acknowledge receipt of this amendment prior to the specified offer deadline by completing and returning the amendment, acknowledging it on each copy of their offer, or submitting a separate letter or telegram with reference to the solicitation and amendment numbers.

The amendment includes a second set of Questions and Answers addressing specification clarifications. Key revisions to subsection 1.2.1(a) specify corrected measurement requirements for the wood flooring: L1490mm x W128.56mm (including the side groove) x T 8.4-8.5mm, or L1490mm x W125.5mm (excluding the side groove) x T 8.4-8.5mm per piece. The amendment clarifies that uniform length flooring (L1490mm) is required rather than random length, with acceptable length ranges between 1000mm to 3000mm. Required items are HW582CA303 Oak Traditions hardwood in Rustic Natural color #00135 (5,000 square feet or approximately 465 square meters) and Shaw floor 3-in-1 Ultra wood adhesive or equivalent (50 pails of 4 gallons each). The U.S. Embassy Tokyo is exempt from Japanese consumption taxes, and contractors must comply with standard U.S. Government regulations for supply delivery.

Questions-and-Answers (Qs&As), Second Set

Request for Quotations No. 19JA8026Q0017 Acquisition of Wood Flooring and Adhesives for the U.S. Embassy Housing Compound in Tokyo, Japan

Question Answer

Q1 1. The hardwood listed (Shaw All in II-5) is a 3/8" thick engineered hardwood. In the measurement requirements section. the "T" listed is 3/4" and in parentheses the "T" is listed as 8 which is assume is a millimeter mm unit if measure. 3/4" inch is appx 19mm, which is different than the 8 listed. I think you meant to list 3/8", not 3/4" as that would be appx 8mm as listed. Can you clarify what thickness of hardwood you want?

2. In the Amendment, you state in Q2 that random length planks are not acceptable. All prefinished hardwoods come as random length. Can you clarify that random length would be acceptable? If not acceptable, what lengths are you wanting?

If you're replacing some of your current hardwood planks, you'll want to match it to what you currently have. Do you currently have the Shaw All in II-5 in Rustic Natural color?

A1 1. See revised subsection 1.2.1 (a) List of Items to be Purchased.

Measurement per piece:

L1490mm x W128.56mm (including the side groove) x T 8.4-8.5mm L1490mm x W125.5mm (excluding the side groove) x T 8.4-8.5mm

2. Uniform length is required, and random length would not be acceptable. Uniform Length of L1490 is available in the US market. For length, anything between 1000mm to 3000mm is acceptable.

We have the sample with following specifications.

Style Hw582

CA303

Oak Traditions 5’’ Rustic Natural color # 135

HWFGR89032.

Latest purchase of uniform Length is HWFGR98897.

Q2 What is the acceptable length range of the product?

A2 Anything between 1000mm to 3000mm is acceptable.
