1.1.1 Scope of Services
The Contractor shall complete all work, including furnishing all labor, material, equipment, and services, unless otherwise specified herein, required under this contract for stated services within the time specified herein. The price listed below shall include all labor, materials, overhead, insurances, and profit. In consideration of satisfactory performance of all scheduled services required under this contract, the Contractor shall be paid a firm fixed price for all services.
1.1.2 Pricing
Freedom 250 Reception and Fireworks Event
The quoter shall enter a single firm-fixed price for the complete base requirement, including all services required by the SOW, and shall include all applicable fees.
Grand Total: ____________________
The quoter shall submit a separate, detailed, itemized cost breakdown supporting the proposed firm-fixed price for the base requirement. The breakdown shall identify, as applicable, venue, catering, staffing, equipment, transportation, permits, fireworks, insurance, technical services, photography, videography, setup, breakdown, subcontractor and outside vendor charges, applicable fees, and other costs necessary to perform the base requirement. The itemized cost breakdown is for evaluation and administrative purposes and shall not alter the firm-fixed-price nature of the contract.
Optional services identified in Section 12 of the SOW shall be quoted separately from the base requirement. The quoter shall submit a separate price for each optional service, together with an itemized cost breakdown where required by Section 12 of the SOW.
Optional service prices shall not be included in the firm-fixed price stated above or in the evaluated price for the base requirement. Optional services shall not be performed or charged to the Government unless exercised in writing by the Contracting Officer in accordance with the contract.
The Contractor shall not perform additional services or incur costs beyond the scope of the awarded contract without prior written authorization from the Contracting Officer. The Government shall not be obligated to pay for unauthorized additional services or costs.
1.1.3 Price Evaluation
The U.S. Government will evaluate the quoted firm-fixed price for the base requirement to determine whether it is fair and reasonable and within the available budget. The Government has established a budget ceiling for the base requirement. Quotations that exceed the available budget may be determined unacceptable for award.
1.1.4 Offers and Payment in U.S. Dollars
U.S. firms are eligible to be paid in U.S. dollars. U.S. firms desiring to pay in U.S. dollars should commit their offer in U.S. dollars. A U.S. firm is defined as a company which operates as a corporation incorporated under the laws of a state within the United States.
Any firm that does not meet the above definition of U.S. firm shall submit its prices and receive payment in Japanese Yen.
1.1.5 Japanese Consumption Tax
The U.S. Consulate General Sapporo is exempt from Japanese consumption taxes;
therefore, such taxes shall not be included in the price nor charged on invoices. After receipt of the Contractor’s invoice, the Government will provide the Contractor with a signed Certificate of Tax Exemption Purchase for Foreign Establishments.
