About this file

This file is a Questions and Answers document for Request for Quotations (RFQ) No. 19JA7026Q0084 issued by the U.S. Consulate General in Sapporo, Japan on May 27, 2026. The RFQ concerns A/C and Ceiling/Lighting Renewal work for the CAC (Community Advisory Committee area or similar facility) at the consulate.

The Q&A addresses technical and procedural matters relevant to the renovation work. Key clarifications include: electrical conduits may be supported by anchoring into steel frames with bolts, following manufacturer guidance for installation methods; separate total heat exchangers are acceptable for the Security Booth and Guard Booth ventilation; LED restroom lighting does not require dimmers; passageway lighting must remain operational 24 hours daily; asbestos has not been identified in ceiling or exterior wall materials; contractors may use consulate utilities (electricity, water, restrooms) free of charge during construction. Regarding AC replacement, contractors may reuse existing ducts, refrigerant piping, and electrical wiring if in suitable condition, provided they offer warranty equivalent to new materials and thoroughly clean any reused ducts internally; however, inspection area refrigerant piping may require replacement due to size incompatibility (existing 3/8" and 5/8" versus current 1/4" and 1/2" standards). The document provides a table with AC indoor and outdoor unit models and serial numbers for three locations: CAC Security Room, CAC Inspection Station, and Police Box. Emergency light batteries should be replaced as necessary to restore operation; full replacement of emergency lights was not approved.

Question 8:

Answer 8:

Yes

Question 9:

Regarding AC indoor units, we could not find the product number at Inspection area and

Gurd booth. If the product/model number can be confirmed from any stored documents or records, we would appreciate it if you could share it with us.

Answer 9:

Please see below.

Question 10:

Regarding the AC replacement, would it be acceptable to reuse the existing ducts, refrigerant pipes, and power wiring if they are still in reusable condition?

However, it appears that only the refrigerant piping in the inspection area may need to be replaced. The existing system currently uses 3/8" and 5/8" refrigerant piping, whereas current products are 1/4" and 1/2" piping sizes. (Smaller) For the guard booth and security booth, both the existing and current systems use the same 1/ 4" and 1/2" piping sizes, so we believe reuse should be possible.

Answer 10:

The reuse of existing ducts, refrigerant piping, and electrical wiring is permitted at the contractor’s discretion, provided that they are in suitable condition. If such components are reused, the contractor shall provide a warranty equivalent to that of new materials.

In addition, any reused ducts must be thoroughly cleaned internally prior to use.

Question 11:

Several emergency lights are currently not functioning, and we believe the cause is defective batteries. Since this would be a good opportunity, we were wondering if it might be better to replace all of the emergency lights at the same time. What are your thoughts on this?

Answer 11:

Please replace the batteries as necessary to restore proper operation of the emergency lights.
