DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1. Purpose and location

This Statement of Work covers the disposition of the existing shelving and racking, and the design, supply, delivery, installation, anchorage, testing, commissioning and documentation of a complete new pallet storage racking system at the Abdoun Main Warehouse, U.S. Embassy Amman. The Work is performed in an occupied, operational facility and shall be sequenced so that warehouse operations continue throughout

2. Required outcomes

The Contractor shall deliver a pallet storage racking system that:

• Maximizes the practical number of pallet positions within the available warehouse area, and in no case provides fewer than the number of positions accepted in its offer;

• Provides a rated capacity of not less than 1,000 kg per pallet position, including the pallet;

• Accommodates pallets of approximately 1,000 x 1,200 mm;

• Is compatible with the Government's materials-handling equipment and its operating routes;

• Is structurally adequate, stable and seismically restrained, on an engineered anchorage designed for the verified floor construction;

• Maintains every required aisle, access, egress, fire and life-safety, security, inspection and maintenance clearance, in particular the sprinkler clearance required by Section 5;

• Is protected against foreseeable impact from materials-handling equipment;

• Does not obstruct or adversely affect any existing building, fire-protection, security, electrical, lighting or HVAC system; and

• Is complete, safe, tested, labelled, documented and ready for Government use at final acceptance.

Part Description A Disposition of the existing shelving and racking: disassembly and relocation within the compound as the base requirement, or removal from the compound and disposal as a priced option; clearance of each area before new racking is installed in it; make good the floor slab

B Design and engineering: layout, structural and seismic analysis, anchorage design, sealed calculations and shop drawings

C Supply and installation of the new racking system: upright frames, beams, decking or pallet supports, row spacers, protection, floor anchors and labelling

D Two garment bays with hanging rails, and seventy adjustable hanger pins E Inspection, anchor testing, commissioning, correction of deficiencies, user training, as-built documentation and operation and maintenance data

3. Scope of Services

The contractor shall provide all necessary labor, materials, equipment, staff, and supervision to fulfill the requirements outlined in this Statement of Work (SOW). The required services shall include, but are not limited to:

This requirement is performance-based. The Government establishes the required outcomes of Section 2 and the minimum technical requirements of Sections 5 and 6. The Contractor determines the rack layout, the number and elevation of beam levels, the component sections, the bracing arrangement, the anchorage method, the aisle widths and the resulting number of pallet positions, on the basis of its own verified site survey.

A reference configuration of 82 bays is stated in Section 5 and on the attached drawings. It is a benchmark for the comparison of offers, not an instruction. The Contractor may propose any configuration that meets or exceeds the reference in pallet positions while satisfying every requirement of this Statement of Work. An offer that departs from the reference shall state the departure and its effect on the pallet-position count.

The Contractor shall identify every assumption, exception, exclusion, deviation and limitation in its offer. Any requirement not identified as an exception is deemed included. Government review or approval of any submittal does not relieve the Contractor of responsibility for the adequacy, safety and compliance of its design

The racking shall be designed, fabricated, installed, inspected and tested to ANSI MH16.1 (RMI), or to EN 15512 as an accepted equivalent. The Contractor shall nominate one standard family in its offer and apply it consistently throughout design, fabrication, installation and testing. Mixed citation is not acceptable.

Subject Standard Rack design and testing ANSI MH16.1 (RMI) or EN 15512 Wire-mesh decking ANSI MH26.2 Seismic loading and restraint ASCE/SEI 7; OBO Building Code; Jordanian Seismic Code Specification of rack systems EN 15629 Installation tolerances EN 15620 Use, maintenance and inspection

Fire protection NFPA 13 and the requirements of the Embassy fire protection authority

Cold-formed steel EN 10346 or ASTM A1011 Welding AWS D1.1 / D1.3 Post-installed anchors Anchor ETA or ICC-ES evaluation report Coating Manufacturer's standard system, minimum dry film thickness declared

Where documents conflict, the more stringent requirement governs. Where requirements appear to conflict, the Contractor shall notify the Contracting Officer before proceeding and shall not independently determine which requirement governs.

4. DISPOSITION OF THE EXISTING SHELVING

The Government will identify, at the site visit, the existing shelving and racking units affected and the Government-designated relocation area. The Contractor shall dismantle the identified units without damage to the floor slab, walls, doors, lighting, sprinkler system, security systems or other building services, and shall be responsible for all labour, supervision, tools, equipment, handling, transportation and temporary protection required.

Dismantling shall proceed in reverse order of erection, top down, row by row. Each row shall be fully off-loaded and confirmed empty before dismantling begins. Anchors, spacers and bracing shall not be removed from any row that remains partially standing or loaded

Within any area of the warehouse, the dismantling and clearance of the existing shelving shall be complete, the area cleared of all recovered components and debris, and the slab made good, before any new racking is installed in that area. New racking shall not be erected alongside, above or against existing shelving that is partially dismantled or still standing.

The Work shall be sequenced so that warehouse operations continue. The Contractor shall submit the phasing plan required by Section 8 for approval before any dismantling begins, and shall not commence dismantling in any area until that area has been released in writing by the Government

The Contractor shall safely disassemble the shelving identified by the Government, handle and transport the disassembled components, relocate all components and associated hardware to the Government-designated location within the compound, and leave the original area clean, safe and free of Contractor-generated debris. Components shall be bundled, labelled by unit and stacked so that they can be re-erected. The Contractor's responsibility for the existing shelving ends on its safe delivery to the designated relocation area. Re-erection is not part of this requirement

All floor penetrations, redundant anchor holes and slab damage arising from the dismantling shall be made good with non-shrink cementitious repair mortar, finished flush with the surrounding slab

5. DESIGN REQUIREMENTS

Parameter Requirement Storage system Adjustable steel pallet storage racking, served by the Government's materials-handling equipment Nominal pallet size 1,000 x 1,200 mm, stored 1,000 mm face-forward unless the Contractor's approved layout states otherwise

Load per pallet position

Not less than 1,000 kg including the pallet

Pallet positions per beam level

Two

Capacity per beam level

Not less than 2,000 kg, verified for two discrete point loads and not for uniformly distributed load alone

Unit-load height The Contractor shall verify the actual unit-load height, goods plus pallet, at the site visit and shall set the beam levels to suit Section 3.2

Materials-handling equipment

The Contractor shall verify the equipment in use, shall state the make, model and published Ast assumed in its offer, and shall size the aisles accordingly

Operating aisle width Clear working aisle between opposing pallet faces: not less than 2,500 mm and not more than 2,700 mm, subject to the handling equipment offered and the final approved layout. Measured between pallet faces, not frame face to frame face

Clear internal height To be verified by the Contractor at the site visit Free-standing requirement

Racking shall be free-standing and independently anchored to the slab, and shall not be fixed to, braced from or bear against any wall, column, duct, pipe or other building element

Pallet overhang. Where the rack depth is 1,050 mm and the pallet is 1,200 mm deep, the pallet overhangs the beams by approximately 75 mm front and rear. Where this configuration is offered, the Contractor shall submit written acceptance from the rack manufacturer of the overhang for the specified load, and shall confirm that the pallet bottom-board layout spans both beams; where it does not, pallet support bars shall be provided. The Contractor may alternatively offer 1,100 to 1,200 mm deep frames.

Aisle width is measured between pallet faces. Where pallets overhang, the clear working aisle is the frame-to-frame dimension less the overhang on each side. A 2,700 mm frame-face-to-frame-face aisle with 75 mm overhangs yields a 2,550 mm clear working aisle. Offers quoting an aisle dimension without stating the datum will be found non-responsive.

The Contractor shall propose a handling method whose published Ast is satisfied within the 2,500 to 2,700 mm clear working aisle, shall state the make, model and published Ast in its offer, and shall confirm at the site visit that the method is compatible with the Government's operation. Indicative Ast by equipment type is given below; a counterbalance forklift will not operate within this range.

Equipment type Typical published

Ast Against a 2,500 to 2,700 mm clear aisle

Powered stacker 2,200 to 2,400 mm

Operates

Reach truck 2,600 to 2,900 mm

Operates only where the model's Ast is at or below the clear aisle offered

— confirm the model

Counterbalance forklift

3,300 to 4,000 mm

Will not operate

Storage height and sprinkler clearance The top of stored goods shall be not less than 450 mm below the sprinkler deflectors at every beam level and in every bay, in accordance with NFPA 13. The maximum top of storage is therefore set by the sprinkler system and not by the frame height. The Contractor shall survey the sprinkler deflector elevation and the clear internal height, and shall set the frame height, the number of beam levels and the beam elevations so that this clearance is achieved with the verified unit-load height.

Step Quantity

1 Clear internal height to the underside of structure, by survey 2 Vertical offset from the underside of structure to the sprinkler deflector, by survey 3 Sprinkler deflector elevation — Step 1 less Step 2 4 Minimum clearance from the top of storage to the deflector — 450 mm 5 Maximum permissible top of storage — Step 3 less 450 mm 6 Top of load offered — top beam elevation plus unit-load height. Shall not exceed Step 5.

The Contractor shall demonstrate compliance in its offer by one of the following arrangements and shall state which is offered:

Option Arrangement Effect A Four pallet levels on a verified unit-load height that clears the deflector by 450 mm Highest pallet-position count. Requires surveyed unit-load heights well below 1,100 mm

B Floor level plus two beam levels — three pallet levels

Complies at a 1,100 mm unit load. Reduces the pallet-position count

C In-rack sprinklers designed and approved by the Embassy fire protection authority

Retains the level count. Adds fire-protection scope, cost and approvals;

D Frame height and beam pitch planned to the surveyed deflector elevation

Contractor's engineered solution, demonstrated by calculation

Level-elevation schedule. The Contractor shall submit, for each rack type, the elevation of every beam level, the clear entry height at each level, the maximum unit-load height at each level and the resulting top-of-load elevation, checked against this Section.

The configuration below is stated so that offers may be compared on a common basis. Final quantities follow the Contractor's approved layout.

Type Bays H x W x D (mm) Levels Notes A 80 4,000 x 2,400 x 1,050 Three beam levels above floor

Standard pallet bay, subject to Section 3.2

B 2 4,000 x 2,400 x 1,050

Two beam levels plus hanging rail

Garment storage. The hanger level is not covered by the 2,000 kg per level pallet rating and carries its own load notice

82 — — Upright frames per the Contractor's approved layout

The pallet-position count depends on the verified unit-load height under Section 5 and on whether the floor position beneath the first beam level is counted. The Contractor shall state in its offer the total number of pallet positions offered and the basis of the count. The accepted count becomes a contractual performance standard under Section 9

Structural performance:

• Beam deflection under design load shall not exceed L/180.

• Upright frames shall be designed for the total load of all levels within the bay, plus the impact allowance required by the governing standard.

• The manufacturer's frame and beam capacity charts shall be submitted, stating steel grade and material thickness for each component.

• Beam adjustment increment: 50 mm.

• All beams shall be fitted with positive safety-locking devices or pins at both connections.

Beam connectors shall not be welded on site.

• Down-aisle and cross-aisle stability shall be demonstrated for the free-standing condition.

The reference frame has a height-to-depth ratio of 3.81 unbraced to any wall; this ratio is expected to govern cross-aisle stability and anchor uplift, and may drive the frame sections.

Seismic design:

Seismic restraint shall be designed to ASCE/SEI 7 and the OBO Building Code with a Component Importance Factor Ip = 1.0, supported by calculations sealed by a licensed professional engineer. The seismic setting of the Amman area shall be taken from the Jordanian Seismic Code. Bracing, row ties, top ties where required, and anchorage shall be sized accordingly, and the pallet load participation assumed shall be stated

Anchorage:

• Every upright post shall be anchored to the concrete slab through a steel baseplate, with a minimum of two anchors per baseplate; type, diameter, embedment and edge distance as required by the rack manufacturer and confirmed by the seismic calculation.

• Anchors shall not be set in saw cuts, construction joints or cracks, or within 100 mm of a free edge unless the delegated engineer states otherwise.

• Drill depth, hole cleaning and torque strictly to the anchor ETA or ICC-ES report; installation torque shall be recorded.

• Baseplates shall bear fully. Shim packs shall be proprietary, full area and within the thickness permitted by the delegated engineer.

• The Contractor shall verify slab thickness, sub-base, joint positions and condition, and shall report any deficiency before installation proceeds. Baseplate point load is of the order of 2,000 kg per upright at full rated load plus self-weight.

• Pull-out testing on 5% of installed anchors, minimum ten anchors, witnessed by the Government, to the anchor manufacturer's proof load. Results form part of the closeout submittals.

• No drilling, penetration or anchoring into the warehouse floor shall occur until the proposed anchor locations and methods have been reviewed and authorized by the Government.

• Racking shall not be fixed to warehouse walls

Clearances:

Clearance Minimum Sprinkler deflector to top of storage

450 mm — see Section 5

Rack to any wall face 900 mm where an aisle runs along the wall; 150 mm absolute minimum elsewhere. Racking remains free-standing in all cases

Back-to-back rack rows 300 mm, using manufacturer-approved row spacers. Spacers shall achieve the full 300 mm dimension

Clear longitudinal flue after pallet overhang

150 mm nominal at a 300 mm back-to-back spacing. This is the nominal minimum with no tolerance; the Contractor shall verify it against the fire strategy and may increase the back-to-back spacing to 400 mm

Row spacers At every back-to-back pair, at the first and top beam levels, at maximum three bay centers, bolted both sides

Lighting, HVAC, electrical panels, exits and fire equipment

As required by code and by the Embassy fire protection authority

Aisles, egress paths and access to fire-fighting equipment shall remain unobstructed at all times.

No fire-protection, security or building system shall be relocated, modified, disconnected or obstructed without written Government authorization. Any conflict shall be reported before installation.

6. Materials

All components shall be new, unused, and supplied as a compatible system from a single manufacturer, free of rust, dents, cracks, distortion, sharp edges, defective welds and finish defects. Mixing structural components from different manufacturers is prohibited. Field welding, cutting, heating or modification of structural components is prohibited without prior written approval from both the manufacturer and the Government. Damaged components shall be off-loaded and replaced, not repaired, straightened or welded.

Upright frames Two cold-formed steel posts with horizontal and diagonal bracing, and welded steel baseplates.

The Contractor shall declare the section profile, steel grade (minimum S350GD or ASTM A1011 SS Gr. 50), material thickness, and baseplate dimensions and thickness. Nominal section dimensions alone do not constitute an acceptable specification and will be rejected at submittal review.

Horizontal beams Box beams of the length shown on the approved layout, fitted with positive safety locks. The connector type, whether teardrop, bolted or proprietary, shall be declared together with steel grade and material thickness. Beams shall be securely connected to the frames and installed at the approved elevations.

Decking and pallet support

Decking is required on the beam levels designated in the Contractor's approved layout. Levels carrying palletized goods directly on the beams do not require decking but do require confirmation under Section 3.1 that the pallet bottom boards span both beams; where they do not, pallet support bars shall be provided. The Contractor shall propose which levels require decking on the basis of the goods to be stored. Decking shall not be consolidated into a lump sum.

Option 1 — wire-mesh decking

• Waterfall type, overlapping the front and rear beams.

• Mesh spacing approximately 25 x 100 mm unless otherwise approved.

• Sufficient support channels for the specified load; secure fit with no excessive movement or sharp exposed edges.

Option 2 — perforated steel plank

• Accepted only where the open area is not less than 50% and the Embassy fire protection authority confirms that in-rack sprinklers are not thereby required.

• Hot dip galvanized, with coating class and material thickness declared.

NFPA 13 treats decking below 50% open area as solid shelving, which may alter the sprinkler design. The Contractor shall confirm the decking type against the fire strategy before order.

Rack protection

• Upright protectors at every aisle-facing upright, including both faces of back-to-back rows.

• End-of-row barriers at every exposed row end.

• All protection floor-anchored independently of the racking, so that impact load is not transferred into the upright, and clear of pallet placement and equipment paths.

• Quantities shall be taken from the Contractor's approved layout.

Hanging units (Part D) Two bays fitted with a 2,400 mm hanging rail and seventy adjustable hanger pins of 200 mm. The Contractor shall provide a usable clear hang in these bays and shall state the arrangement offered, the clear hang achieved, the rail section, span and fixing method, and the rated garment load per metre run. The hanger level is not covered by the 2,000 kg per level pallet rating and shall carry its own load notice.

Finish Powder-coat or baked-enamel finish over a degreased and chemically pretreated substrate. The minimum dry film thickness shall be declared and is subject to verification on site. Galvanised components shall carry a declared coating class, for example Z275. Colours shall be selected by the Government from the manufacturer's standard range. The finish shall be uniform and free from rust, peeling, exposed steel, excessive scratches and other visible defects.
