U.S. Consulate General Hong Kong

Second Set of Questions

Solicitation Number 19HK3020R0001

Global Medical Coverage (GMC) Insurance Services to Local Engaged Staffs and Dependents

Q1: Section J does provide some demographics of the population to be insured. A number of insurers initially indicated interest but have withdrawn from competing due to lack of information. Can the census/population information be expanded to include:

§ Table listing place holder for name (name preferred but assume only the awarded party receives the names), § date of birth for each person, § gender for each person, § Nationalities/country of origin

If we cannot have nationality or country of origin specified, can it can be confirmed for the estimated or general ratio of local national versus expatriate

A1: This information is considered Personally Identifiable Information and cannot be released during solicitation stage. The Consulate will provide the information to the contractor after contract award. There are no expatriates as this solicitation is for locally engaged staff for the US

Consulate in Hong Kong.

Q2: One of the question is asking about copy of the existing benefits, the reason the underwriter is asking to have a copy of your existing benefits is they need that information to analysis the claim as solely the claims amount is not sufficient. If we can have a copy, the underwriter can quote a more competitive rate instead.

A2: The benefit levels and requirements in the current contract versus the Government’s requirements in the current solicitation are completely different. Therefore, each offeror should carefully review the benefits and requirements in the solicitation in developing their proposed firm fixed price premiums, and not focus on the current contract due to the number of changes.
