About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a federal construction project. The modification extends the quotation due date to Friday, September 11, 2026, and incorporates a Questions and Answers document as Attachment 7 to RFQ 19GT5026Q0058. The underlying contract (19GT5026Q0058) was originally dated August 13, 2026, and is administered by the American Embassy Guatemala City's General Services Office (GSO) Procurement Section, with Contracting Officer Beau P. Garrett. The project involves design and remodeling services for the Master Bathroom at the Official Residence, with a contract value of $0.00 USD, indicating this is a design phase solicitation.

The Questions and Answers document addresses 25 inquiries regarding project specifications and logistics. Key requirements include complete floor replacement, installation of a whirlpool/hydromassage tub with 10mm tempered shower glass, raised-panel door style for vanity and wardrobe with design flexibility on color, and floor-to-ceiling porcelain/ceramic tile on all bathroom walls. Structural elements include a new beam installation, selective wall demolition, and a sub-ceiling with proper lighting. The contractor must provide a Durock partition for the closet, install a floor drain, replace the exhaust/ventilation system, and provide maintenance access points for concealed equipment. Work hours are Monday through Friday, 7:00 AM to 5:00 PM. The Embassy will provide 110V electrical power and water for mixing materials; contractors requiring 220V must supply their own generator. The contractor must arrange its own storage container, coordinate debris removal with the Contracting Officer Representative, and deliver removed fixtures packaged for safekeeping. No construction license or permit is required, and the existing water heater should be retained with pipes and connections upgraded as needed.

RFQ 19GT5026Q0058 – QUESTIONS AND ANSWERS

Q1. Flooring Must the entire bathroom floor be replaced?

A1. Yes, the entire bathroom floor must be replaced.

Q2. Whirlpool Tub The existing tub has a whirlpool/hydromassage feature. Should the new tub also include this feature?

A2. Yes, the new tub must include a whirlpool/hydromassage feature.

Q3. Cabinet/Furniture Style Both the bathroom vanity and the wardrobe currently have raised-panel style doors. For the new units:

a. Should this raised-panel style be maintained on the doors?

A3a. Yes, the raised-panel door style should be maintained. If this is not feasible, offerors may propose a design that is cohesive with the surrounding area.

b. Should the white color also be maintained?

A3b. Not necessarily. Interested offerors should remember that they must submit a design for the remodeling, which will be evaluated by a technical panel.

Q4. Small Closet Door The door of the small closet located to the left of the shower must be closed off to expand that area, and this closure is indicated to be built with a partition wall (tabique). Due to concerns about damage to the hallway's wood flooring, can this partition be made of Durock instead?

A4. Yes, the partition may be made of Durock. The design must include a niche for the air conditioning units and other equipment.

Q5. Drop/False Ceiling

a. Must the entire ceiling be replaced?

A5a. Not necessarily. If damage is found during the process, it must be replaced.

Alternatively, a sub-ceiling anchored to the structure may be installed to support the false ceiling and the fixtures/installations. Offerors should note that lighting must be installed to properly illuminate the area.

b. Does this include the shower area and the toilet area?

A5b. Yes, it includes 100% of the shower area and toilet area. Note that one part of the ceiling is lower than the other.

Q6. Installation of New Beam

a. Please confirm whether this is the correct location.

A6a. Yes, this is the correct location.

b. If the location is correct, one end has an existing column to anchor the beam, but the other end does not. Will it be anchored to a sill/plate (solera) at both ends?

A6b. The structural study for the anchoring process is included in the bid package.

Q7. Demolition of Walls Currently, this wall is present on-site, but it does not appear on the floor plan. Another wall appears slightly further back, which is the one enclosing the closet. (Images attached.) Will both walls be demolished?

A7. Yes. The design approved for execution is based on that wall. It is acceptable to leave a low wall to support the sink/vanity, with glass above.

Q8. Shower Glass Will the tempered glass be installed for the shower door and shower divider be 10mm thick?

A8. Yes. All materials and specifications must have safety certifications. A sandblasted section must be included to prevent accidents with the door. Handles/grips for opening the door must also be included.

Q9. Must a floor drain be installed in the bathroom?

A9. Yes, a floor drain must be installed.

Q10. Must the bathroom's exhaust/ventilation system be replaced?

A10. Yes, the bathroom exhaust/ventilation system must be replaced.

Q11. Documentation Required for Proposal Can you clarify the steps required regarding the paperwork that must be completed to participate?

A11. The documentation to be included in proposals is detailed in Section J of the bid package.

Q12. Additional Items Can the list of work line items be modified — that is, can items not currently considered be added?

A12. Yes, this is possible depending on the remodeling design proposed by each offeror.

Q13. Existing Water Heater Should the water heater located in the ceiling/attic area remain part of the existing system, or should its replacement be considered? If it is to be kept, please confirm whether only the associated existing pipes, connections, and supports need to be adapted/upgraded.

A13. No, the water heater is in good condition and should not be replaced. The associated existing pipes, connections, and supports must be adapted/upgraded.

Q14. Indirect Lighting Is decorative indirect lighting permitted in the bathroom, provided it is compatible with the residence's architectural design and submitted within the proposal for approval?

A14. Yes, decorative indirect lighting is permitted.

Q15. Wall Covering Please confirm whether the porcelain/ceramic tile covering must be installed floor-to-ceiling on all bathroom walls, or only in certain areas.

A15. Yes, the covering must be installed floor-to-ceiling on all bathroom walls.

Q16. Removed Fixtures Should fixtures be retained? Must they be packaged?

A16. Yes, the Embassy will retain them. The contractor must deliver them packaged for safekeeping.

Q17. What are the authorized working hours?

A17. Working hours are Monday through Friday, 7:00 AM to 5:00 PM. Any modifications must be requested in advance for authorization and coordination.

Q18. How will the safekeeping of materials be coordinated during project execution?

A18. The contractor must provide its own container/storage unit. A location will be provided to build/place it for the duration of the project.

Q19. How should debris removal be coordinated?

A19. The contractor must coordinate with the COR regarding debris removal timing.

This must be included in the contractor's scope of work.

Q20. Construction License Please confirm whether a construction license or permit will be required for this work, to be obtained by the contractor, or whether this is not required for this project.

A20. No, a construction license or permit is not required.

Q21. Maintenance Access Points Should maintenance access points be provided for valves, plumbing connections, the sanitary system, the water heater, or other concealed equipment? If so, please indicate whether there are specific requirements regarding location, dimensions, or type of access.

A21. Yes, maintenance access points must be included. These can be defined at the first meeting with the contractor awarded the project.

Q22. Water for Mixing Materials

a. Will the Embassy provide the water needed for mixing materials?

A22a. Yes, water will be available at the residence.

b. Is it available at all hours?

A22b. Yes, there will be no time restrictions.

c. Where? Can it be taken directly from the work site?

A22c. The COR and/or assigned escort will provide access and connections near the main bathroom.

Q23. Will an area be available for placing a portable toilet?

A23. Yes, a designated area will be available.

Q24. Will electrical power be provided for project execution?

A24. Yes, 110V only. For 220V, the contractor must provide its own generator, taking all appropriate safety precautions, and must include this in its proposal.

Q25. Communication During Project Execution During execution, if an unforeseen issue or question arises on-site, how can the team communicate with the office if they do not have an electronic device?

A25. The contractor's POC will have communication capability. If images are needed to document any unforeseen issue, they should request them through the escort who will always accompany them.
