DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Social Listening Services to Counter Foreign Malign Influence

1. Project Overview The Public Diplomacy (PD) Section of the U.S. Embassy in Guatemala seeks to engage a third-party contractor to provide advanced social listening and digital monitoring services to track, analyze, and counter foreign malign influence operating in the digital space. The contractor will provide advanced open-source intelligence (OSINT) analysis, sentiment tracking, narrative identification, and propaganda technique detection across surface-level and alternative digital environments, with a focus on threats affecting U.S. interests in Guatemala and the broader Central American region.

The contractor will leverage advanced digital tools and analytical methodologies to monitor, analyze, and report on these threats, providing actionable insights to support U.S. strategic objectives. Services will focus on identifying key narratives, sentiment trends, propaganda techniques, and their implications for U.S. interests.

2. Objectives The primary objectives of this contract are to:

• Monitor and analyze digital platforms for trends and narratives that affect U.S. interests in Guatemala and the region.

• Provide actionable insights through thematic and tailored reports that inform strategic decision-making.

• Identify influence techniques, recruitment strategies, and coordinated narratives — including those promoting illicit activities or spreading false narratives on topics relevant to the USG — and support efforts to mitigate their impact.

• Enhance the Embassy's situational awareness regarding foreign-origin digital influence operations and other tactics used to undermine U.S. interests.

3. Scope of Work The contractor will be responsible for the following tasks:

3.1 Initial Planning and Coordination

• Participate in an initial meeting with the PD Section to review objectives, expected outputs, and outcomes for social listening activities.

• Collaborate with PD representatives to identify key topics and data requirements for effective social listening.

• Maintain regular coordination calls throughout the period of performance.

3.2 Monitoring and Analysis

• Monitor and analyze trending topics including, but not limited to: illegal immigration, public policy, international affairs, political developments, national emergencies, foreign relations, organized crime, and bilateral relations relevant to the Mission.

• Conduct thorough analyses of digital content to identify key narratives, sentiment trends, influence methodologies, and potential implications for U.S. interests.

• Apply capabilities to monitor and analyze content across surface-level platforms as well as alternative digital environments — including closed networks, encrypted channels, and non-indexed platforms — used by transnational networks for recruitment, propaganda, and coordination.

3.3 Reporting

• Deliver 52 weekly thematic reports per year, each including:

o URLs or social media handles of relevant accounts or content.

o Engagement metrics (e.g., number of posts, reach, interaction rates).

o Thematic focus and concise summaries of content analyzed.

o Screenshots or reference images as supporting documentation.

o Network clusters illustrating how narratives are linked across different actors or accounts.

• Prepare tailored reports upon specific request from the PD Section, addressing topics or issues as identified, with actionable insights to support strategic decision-making.

• Submit all reports in a timely manner, adhering to agreed deadlines.

4. Contractor Qualifications and Key Requirements

4.1 Organizational Eligibility

• The contractor must be a legally established company with at least two years of demonstrated experience in digital monitoring services, particularly in the areas of foreign influence analysis or countering coordinated information operations.

4.2 Technical Capabilities and Platform Requirements

• The contractor must demonstrate expertise in big-data tools, sentiment analysis, and historical analysis of political and national security trends.

• The platform must be securely operable within a hardened Linux environment to support isolated, auditable, and controlled analysis workflows.

• The contractor shall demonstrate the platform's functionality and provide sample outputs relevant to foreign influence monitoring during the selection process.

• The contractor must maintain current certifications for the big-data and analytical tools used in monitoring and analysis.

• The SOC shall provide:

o Continuous CCTV surveillance of all equipment and workspaces.

o A monitored intrusion detection and alarm system.

• All operations must employ defense-in-depth controls, including enterprise VPNs, next-generation firewalls, virtual machine isolation for workloads, and compartmented or segmented equipment appropriate for Sensitive But Unclassified (SBU) data handling.

• The contractor's bid proposal must include photographs/evidence of the secure operating facility, including workstations, security cameras, and alarm systems, demonstrating compliance with U.S. government data protection standards.

4.4 Team Composition and Personnel Requirements

• The project team shall be a small, dedicated cadre with personnel allocated at or near 100% to this effort during the period of performance.

• Key personnel must possess substantial professional experience in Latin American open-source intelligence, digital threat analysis, or regional security analysis. Detailed bios for all named team members must be submitted, emphasizing regional expertise, language capabilities, and relevant professional background.

• The contractor shall assign one or more dedicated OSINT Analyst(s) to this project.
