About this file

This document is an Amendment of Solicitation that incorporates Questions and Answers as an official attachment to RFQ 19GT5026Q0014 for Diplomatic Mail Handling Services. The amendment was issued on March 18, 2026, by the American Embassy Guatemala City (GSO - Procurement Section) and is effective immediately. The original solicitation was dated March 3, 2026, and the receipt deadline for offers has not been extended. Contractors must acknowledge receipt of this amendment prior to the offer submission deadline using one of three methods: completing and returning the amendment form, acknowledging receipt on each copy of the offer submitted, or sending a separate letter or telegram referencing both the solicitation and amendment numbers. Failure to acknowledge receipt at the designated location prior to the specified deadline may result in rejection of the offer.

The Questions and Answers attachment addresses five key clarifications regarding diplomatic mail handling operations. The U.S. Embassy will include the contractor's distribution list in airline booking communications; COMBEX operations will not X-ray Unclassified Pouch Mail but will X-ray outgoing DPO Military mail; cargo must be prepared the day prior for 6:00 AM pickup, with the Embassy coordinating updates via WhatsApp if delays occur; blank diplomatic passes and authorization letters will be available for immediate delivery upon contractor request; and in cases of extraordinary circumstances such as strikes or security threats, the Embassy will communicate operational requirements and service needs through the WhatsApp Communication Group in accordance with Embassy security guidelines.
