About this file
This document is an Amendment of Solicitation (Standard Form 30) and accompanying pre-proposal conference minutes and questions and answers for a Health and Life Insurance Services contract for the U.S. Embassy in Guatemala (Solicitation Number 19GT5025R0005). The pre-proposal conference was held on October 1, 2025, with key details including a proposal submission deadline of November 7, 2025, at 5:00 PM, and requirements for English-language proposals without broker fees.
The documents provide detailed statistical information about the current insurance policy, including claims data across multiple rider categories (Employee, ORE Employees, Peace Corps, and Retirees), and demographic breakdowns of employees, spouses, and dependent children. The top medical claim diagnoses include hypertension, dental treatment, diabetes, and dry eye. The current estimated payroll is Q5,072,579.80 every 14 days, and the embassy seeks a comprehensive health and life insurance service with specific coverage requirements. Potential vendors are instructed to follow Section L instructions and will be evaluated according to Section M evaluation factors.

R1. Proposals are due by November 7, 2025, by COB 17:00 hours. An amendment will be issued to update this change.
Q2. How should we idenfy the offers?
R2. Offers should follow the following format:
Name of the company, RFP #, Number the email if subming your proposal in parts
Q3. If we submit mulple offers, how should we differenate them?
R.3 Follow the same format above for name and idenfy number of proposal; i.e. Proposal 2.
Q4. Which are the requirements so the offer is considered acceptable?
R4. Please follow the guidance provided under Secon L – Instrucons, condions and noces to offerors.
Q5. If the USG only signs its own contract, if there is a dispute on a reimbursement, what mandates, the contract or the insurance Policy? What happens if the Claim is raised to the SIB?
R5. If there is a dispute on a reimbursement, the contract mandates; we have not have a claim raised to SIB, we have negoated between the employee and the insurance company.
Q6. Do we need to have an on-site representave?
R6. No, the USG does not have a designated area to allow a permanent representave on-site. You can propose alternave methods of communicaon for Customer Service.

R.13. The contractor shall establish the rates per category idenfied, self, self plus one and family. Each category differenaon is based on the number of insured people per group. Self is only one, self plus one is two people, and the family is 3 or more.

R20. Please refer to C.2.3. for eligible parcipants.
We want to recfy the informaon discussed during the pre-proposal conference about the limitaon of coverage up to the age of 60 years old; which is NOT correct. All eligible parcipants are covered while they comply with the requirements of C.2.3.
The not eligible parcipant are those new employees that start working for the USG who are age 60 or older, are not eligible for enrollment under the life insurance coverage benefit.
