About this file

This is a Request for Quotation (RFQ) from the U.S. Embassy in Guatemala for a Public Disclosure and Program Impact Observatory. The project aims to develop a pilot platform to understand how Public Diplomacy Section (PDS) programs influence public attitudes and behaviors over time. The observatory will focus on two key streams: measuring programmatic impact by tracking participant perceptions and self-reported behaviors, and monitoring the public narrative environment by analyzing media coverage and commentary.

The RFQ requires contractors to create an interactive dashboard that integrates program performance data and narrative context, enabling leadership to map perception shifts, identify emerging opportunities and risks, and inform strategic communications. The solicitation is for a pilot project with potential long-term expansion. Quotations are due by September 8, 2025, with the U.S. Government intending to award a purchase order to the lowest-priced technically acceptable offer. Contractors must be registered in the System for Award Management (SAM) and submit specific documentation, including SF-18, pricing details, scope of work, and proof of registration. The total contract will include deliverables such as a technical design report, beta evaluation dashboard, quarterly insights, and a final pilot report.

Prescribed by GSA-FAR (48 CFR) 53.215-1(a)

The Public Diplomacy Section seeks to hire a company that can create a platform to launch a pilot Public Opinion and Perception Observatory to better understand how our programs influence public attitudes and behaviors over time, and how those changes interact with the broader public conversation as detailed in the scope of work.

Request for Quotaon No. 19GT5025Q0036 Public Disclosure and Program Impact Observatory

1. Background and Purpose

The Public Diplomacy Secon (PDS) seeks to launch a pilot Public Opinion and Percepon Observatory to beter understand how PDS programs influence public atudes and behaviors over me, and how those changes interact with the broader public conversaon.

This iniave will focus on two complementary streams of insight:

i. Programmac Impact – Understanding how parcipants in selected PDS programs change their percepons, atudes, and self-reported behaviors before, during, and aer engagement. This involves analyzing both the numerical data to measure change and the parcipant narraves to understand the context behind it.

ii. Public Narrave Environment – This involves an ongoing assessment of the media landscape to understand the narrave surrounding key themes. It includes analyzing a representave sample of published content from prominent commentators (such as opinion columnists and digital influencers) to evaluate their role in shaping public conversaon.

By combining these two perspecves, the Observatory will give PDS a clearer, evidence-based view of how program parcipants’ experiences align with or diverge from public narraves and help idenfy areas for acon regarding those narraves.

The pilot will test the feasibility of building a sustainable, interacve plaorm that allows leadership to:

i. Map shis in percepon across different regions and topics.

ii. Idenfy emerging opportunies and risks in the narrave space.

iii. Inform both strategic communicaons and programmac planning.

This project is the foundaon for a long-term, data-informed capability to analyze and engage with the public narraves that shape the impact of public diplomacy.

2. Objecves

The contractor will:

• Measure and visualize how parcipant atudes and self-reported behaviors change.

This work will begin with selecng programs in two pilot cies.

• Monitor the public conversaon around key topics, idenfying important paterns and tracking how they evolve over me.

• Combine the insights from both parcipant impact and the public conversaon into a single interacve dashboard. During the pilot phase, this will serve as a clear, adaptable tool to support leadership's decisions.

3. Pricing

• Enable the plaorm to aggregate data across mulple programs, producing comparave views and idenfying cross-cung trends.

• Integrate an interacve mapping feature to visualize program reach and outcome data by locaon.

• Provide built-in reporng tools to generate roune summaries for leadership.

ii. Public Discourse and Narrave Landscape The pilot will also integrate data from the broader public conversaon on themes relevant to PDS priories, providing context for program evaluaon.

The contractor will:

• Collect and organize relevant content from publicly available sources, including media coverage, opinion arcles, and online commentary.

• Use automated and human-assisted methods to idenfy paterns in topic coverage, tone, and framing over me.

• Structure and tag the collected narrave data to enable direct comparison with program performance data within the same dashboard.

• Visualize the findings in themac, aggregated views to highlight where public narraves align with or diverge from program outcomes.

iii. Integraon and Visualizaon

The contractor will:

• Build a secure, centralized plaorm integrang both program data and narrave context data.

• Provide two primary dashboard views:

o Aggregated Program Evaluaon View: cross-program metrics, trends, and geographic visualizaon.

o Narrave Context View: themac trends, tone shis, and topic clusters.
