About this file
This document is a Request for Quotations (RFQ) for a media campaign by the U.S. Embassy in Guatemala for the period of November 2025 through September 2026. The campaign aims to prevent H-2 visa fraud by targeting two distinct audiences: rural Guatemalans and urban youth, using a dual-character approach featuring "Manuel" (an experienced legal worker) and his nephew (a digitally connected urban youth). The vendor will be responsible for designing and implementing a comprehensive media strategy across multiple platforms, including radio, billboards, tuk-tuk ads, social media, SMS, and printed materials.
Key requirements include creating tailored messaging for rural and urban populations, developing innovative content that emphasizes legal visa processes and avoiding fraud, and conducting two market studies to evaluate campaign impact. The campaign will prioritize 22 Guatemalan departments, with a focus on high-risk areas like Huehuetenango, San Marcos, and Quetzaltenango. Quotations are due by August 8, 2025, at 5:00 PM local time, with a pre-quotation conference call scheduled for July 21, 2025. The contract will be awarded to the lowest-priced, acceptable, and responsible offeror, with a firm-fixed price structure for monthly and one-time services.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
I. INTRODUCTION
The Fraud Prevention Unit (FPU) is seeking a Vendor to redesign and expand a Guatemala-wide media campaign aimed at preventing H-2 visa fraud. The campaign will run for at least 10 months (November 2025 -September 2026). Proposals should use the existing materials as a base and develop an innovative, memorable anti-fraud message.
The current campaign centers around “Manuel,” a Guatemalan in his mid-50s with mid-level education, who is trustworthy, wise, and uses colloquial language. Manuel has legally worked in the U.S. under the Temporary Worker visa program and advises rural Guatemalans on avoiding fraud and reporting scammers.
This year, the campaign will introduce a new character—Manuel’s nephew—a younger, urban Guatemalan who uses social media and digital platforms. The nephew serves as a relatable voice for youth in urban areas who may seek H-2B visas. His message focuses on personal responsibility, including the importance of not committing fraud, not overstaying visas, and respecting the terms of lawful employment in the U.S.
The overall purpose remains the same: to prevent fraud, protect visa applicants from exploitation, and promote lawful behavior. The new dual-audience strategy ensures coverage of both low-literacy rural populations and digitally connected urban youth.
II. BACKGROUND
The Fraud Prevention Unit (FPU) is part of the Consular Section at the United States Embassy in Guatemala.
Its mission to deter, detect, and investigate citizenship and visa fraud is essential to maintaining the integrity of consular processes and safeguarding U.S. national security. Most instances of consular fraud and misrepresentation involve applicants seeking economic opportunity. To address this, the FPU provides proactive fraud prevention training and conducts targeted outreach efforts.
A key component of the FPU’s outreach is to prevent Guatemalan nationals from being victimized by unscrupulous individuals who falsely claim to assist with U.S. visa applications or job placement. These fraudulent actors—often referred to as false recruiters or tramitadores— frequently operate without ever interacting directly with the Embassy, and many of their victims do not realize they have been defrauded until much later.
The H-2 visa program allows Guatemalans to travel legally to the United States for temporary agricultural or non-agricultural employment. Genuine recruiters for U.S. seasonal work opportunities are prohibited from charging fees to include workers on candidate lists. Common fraud schemes include demands for illegal fees, false promises of employment, and the use of forged documents such as fake contracts, petitions, or visas.
In recent years, the FPU has observed a growing trend of younger, urban Guatemalans seeking employment opportunities through the H-2B program. While this demographic is typically more connected to digital media and has broader access to information, they may also be vulnerable to misinformation, visa fraud schemes, and personal decisions that result in overstays or unauthorized employment.
As a result, the campaign has expanded to address both the prevention of victimization (targeting rural applicants) and the deterrence of fraudulent behavior (targeting urban youth), using tailored messaging strategies designed to resonate with each group. Messaging will be clear, accessible, and delivered in a friendly tone across multiple platforms.
The Vendor shall provide accurate and compelling information to counter the belief that applicants must pay recruiters or document vendors to be considered for temporary worker visas. Additionally, messaging should emphasize the legal responsibilities and potential consequences of violating visa terms, particularly for individuals who may knowingly engage in fraud or overstay their visas.
III. SPECIFICATIONS AND RESPONSIBILITIES
The Vendor is to take the following factors into consideration for the accomplishment of the services:
a) Audience Differentiation and Messaging Strategy
The campaign must address two distinct target audiences with tailored messaging and outreach methods:
1. Rural Populations (Traditional Audience) Primarily composed of prospective H-2A and H-2B workers from rural areas who may have limited education, low literacy, and minimal access to technology.
Messaging should focus on preventing victimization by false recruiters and tramitadores, highlighting warning signs of fraud and emphasizing no-fee recruitment.
2. Urban Youth (Emerging Audience) A growing demographic of younger, digitally connected Guatemalans, particularly interested in H-2B opportunities. While more media-savvy, this group is vulnerable to misinformation, visa fraud schemes, and poor personal decisions (e.g., overstays, misrepresentation). Messaging should deter fraudulent behavior, promote lawful participation in the program, and emphasize the long-term consequences of violating visa terms.
b) Character Development and Storytelling
• Manuel will remain the face of the rural-targeted messaging, sharing relatable stories grounded in trust and community.
• Manuel’s Nephew will be introduced as a new character representing urban youth. He is digitally literate, aspirational, and familiar with U.S. culture. His storyline should explore challenges like peer pressure, misinformation via social media, and the temptation to cut corners. His arc will show him choosing to act legally and responsibly, reinforcing the message that “doing things the right way” has long-term benefits.
c) Messaging Tone and Style
All messaging should be clear, engaging, and culturally relevant to each target group. Strong calls to action should be incorporated, such as:
• “Don’t overstay your visa”
• “Protect your future—don’t commit visa fraud”
• “Follow the legal path to work in the U.S.”
• “Don’t pay for fake promises”
d) Media and Distribution Requirements
The Vendor shall design, broadcast, and advertise the campaign using a blend of traditional and digital platforms. Specific requirements include:
Traditional Outreach (focus on rural populations):
• Radio jingles and host mentions
• Billboards and street banners
• Tuk-tuk and mobile ads
• Newspaper advertisements
• Printed outreach materials (e.g., posters, flyers, trifolds)
• SMS alerts
• Digital screens in public spaces
Digital Strategy (focus on urban youth):
• Short-form video content (TikTok-like videos, Meta/Facebook content, YouTube Shorts)
• Animated carousels and interactive storyboards (Meta/Facebook)
• Interactive digital content e.g. Vía WhatsApp, SMS, etc. (polls, quizzes, FAQs, infographics)
• Targeted SMS campaigns with youth-centric language in major urban centers (e.g., Guatemala City, Quetzaltenango, Escuintla)
Additional Distribution Notes:
• A detailed media distribution plan must be submitted, including:
o Proposed radio stations and schedules o Billboard and banner locations o Social media strategy by platform and audience segment o Distribution plans for printed and promotional materials
• The Vendor must seek innovative and non-traditional channels to further the campaign's reach and impact.
e) Materials and Creative Assets
• The Vendor is responsible for all creative content and must deliver the designs, modify artwork as needed, and adapt materials for other Embassy uses at no additional cost.
• Printed materials must align visually and thematically with the overall campaign.
• The Vendor must provide and distribute innovative promotional items (e.g., branded articles encouraging reporting of scams), along with a documented distribution plan and photographic evidence.
f) Monitoring and Evaluation
• The Vendor must submit monthly reports with evidence of broadcasting before payment can be processed.
• Two comprehensive market studies must be delivered, to evaluate campaign impact across all media platforms and offer data-driven recommendations to improve audience engagement in the next fiscal year.
o One at the midpoint of the contract o One at the end of the contract
IV. TARGET LOCATIONS & CHANNEL-SPECIFIC REQUIREMENTS
The U.S. Embassy has identified several departments in Guatemala with a high concentration of potential H- 2 visa applicants, as well as significant activity by individuals or entities seeking to exploit them. The plan should include scheduling, platform-specific strategies, and analytics for performance tracking.
h) Innovative Print Media (Optional)
• The FPU welcomes proposals for non-traditional printed campaigns (e.g., point-of-sale posters, stickers, flyers, market stall ads) that provide measurable impact like newspaper ads.
• These alternatives must be well-justified with a clear distribution strategy and visual examples.
V. REQUIREMENTS
a) Vendor Responsibilities

1.
