About this file

This is a Questions and Answers document for Request for Quotations Number 19GR1026Q0008, issued by the U.S. Embassy Athens, Greece, for passenger transportation services in Attica, Greece on an as-needed basis.

The document addresses contractor eligibility requirements through two Q&A items. The primary requirement establishes that the prime contractor must be permanently established in Greece with a permanent address and hold all necessary licenses and permits to operate transportation services. Full subcontracting to a local Greek entity is not permissible as a substitute for prime contractor qualification; the prime contractor itself must satisfy the establishment and licensing requirements outlined in Section 3, Solicitation Provisions. Passenger Transportation services in Attica, Greece, on an as-needed basis

Questions And Answers

Q1: Is it permissible to fully subcontract the performance of the contract to a local entity in Greece, provided that the subcontractor holds all necessary licenses, permits, and a permanent address in Greece?

A1: As described in Section 3, Solicitation Provisions, the intent is to award the

BPA to a company that has a permanent address and holds the appropriate licenses in Greece. Accordingly, the prime contractor must meet these requirements.

Subcontracting would not satisfy this requirement if the prime contractor were not itself permanently established and licensed in Greece.

Q2: Are there any restrictions or limitations on the extent of subcontracting allowed under this solicitation?

A2: Please see A1, above
