About this file

This is a Combined Synopsis and Solicitation document issued as Request for Quotations (RFQ) No. 19GE5026Q0111 for design-build construction services. The U.S. Department of State seeks a contractor to furnish all supervision, labor, materials, equipment, transportation, permits, and incidentals necessary to design and construct a warehouse at the U.S. Embassy Kolonia, Federated States of Micronesia. The acquisition is conducted as a commercial acquisition under FAR Part 12 using simplified procedures supplemented by construction policies at FAR 36. This solicitation is not set aside for small business concerns, and no estimated magnitude of construction is disclosed.

The acquisition employs a two-phase advisory down-select quotation process designed to reduce preparation costs for both industry and government. Phase One requires submission of concise technical information and a Rough Order of Magnitude price to determine competitive likelihood; the Government will then provide advisory recommendations for Phase Two participation, though any Phase One quoter may proceed regardless of recommendations. Phase Two constitutes submission of complete quotations for comparative best-value evaluation, with award made only after Phase Two evaluation. Contract Line-Item Numbers, quantities, units of measure, and options are provided in Attachment 2 (Sections B through J). Detailed submission requirements, evaluation procedures, virtual pre-quotation conference information, site visit details, and specific due dates for Phase One and Phase Two submissions are contained in Attachment 4 (Sections L and M). Section J attachments are available separately through FAN.gov and require explicit access requests to the Contract Specialist at MambaKG@state.gov, with quoters strongly encouraged to request access early to avoid delays affecting solicitation deadlines.

COMBINED SYNOPSIS/SOLICITATION

(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation No. 19GE5026Q0111 is issued as a Request for Quotations (RFQ) for the Design-Build Construction of a warehouse at the U.S. Embassy Kolonia, Federated States of Micronesia.

This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(ii) Line Items

Contract Line-Item Numbers (CLINs), quantities, units of measure, and any options are provided in Attachment 2 – Schedule (Sections B through J).

(iii) Description of Requirement

The contractor shall furnish all supervision, labor, materials, equipment, transportation, permits, and incidentals necessary to design and construct a warehouse, as fully described in the Statement of Work, specifications, drawings, and other technical documents included with this solicitation.

This acquisition uses a two-phase advisory down select quotation process intended to reduce quotation preparation costs for both industry and the

Government. During Phase One, quoters will submit concise technical information and a Rough Order of Magnitude (ROM) price to enable the

Government to determine whether a quoter appears to have a reasonable likelihood of being competitive for award. Following this assessment, the

Government will advise quoters whether it recommends proceeding to Phase

Two. Such recommendation is advisory only; any quoter from Phase One may submit a Phase Two quotation regardless of the Government's recommendation.

The Government will perform a comparative best-value evaluation using complete Phase Two quotations.

Quoters are advised that participation in Phase One does not guarantee award in

Phase Two or imply inclusion in any “shortlist” or “select list,” as no such list is created under this acquisition.

Phase Two constitutes the submission of complete quotations for the purpose of conducting a comparative best-value evaluation in accordance with the solicitation’s evaluation criteria. Award will be made only after evaluation of

Phase Two quotations. The Phase One advisory process does not form part of the final evaluation other than as a procedural step to manage quotation effort.
