About this file

This is Amendment 0003 to Solicitation 19GE5026Q0106, issued by the American Consulate General Frankfurt (RPSO Frankfurt) on August 12, 2026. The amendment incorporates a Questions and Answers letter addressing 22 inquiries from prospective offerors regarding the sewer line repair and rehabilitation project at the consulate facility located at Giessener Strasse 30, Frankfurt, Germany. The proposal due date remains 15:00 CEST on August 25, 2026, and all offerors must submit a signed copy of this amendment with their proposals. Contract award is scheduled before September 30, 2026.

The Q&A clarifies key project requirements, including that the primary repair method will utilize inliner/CIPP (Cured-In-Place Pipe) technology with full pipe replacement only where pipes are in poor condition unsuitable for lining. The scope extends to the main sewer line (Grundstücksanschlussleitung) and includes repairs to vertical drainpipes, floor drains, shafts, and inspection openings where directly affected by rehabilitation work. The contractor is responsible for obtaining all necessary permits, coordinating with the City of Frankfurt on excavation work, restoring affected areas, and coordinating tree preservation measures. All proposals must include Phase 1 (Mandatory Minimum Requirements within Volume 1) and Volume 2 (Technical Proposal) with supporting documentation including price breakdowns, preliminary phase plans, Gantt schedules, key personnel resumes, three past performance projects with similar construction features and complexity, and preliminary Quality Management Plans. The Government intends to make award without discussions, requiring offerors to submit their best technical, management, and pricing terms with initial offers.

19GE5026Q0106-0003 Questions and Answers

1. Q: Please provide the list of participants of the site visit.

A: Due to privacy concerns, the list of participants couldn’t be shared.

2. Q: When is the project scheduled to take place?

A: After submittal register is approved from COR. Contract award is scheduled to be made before September 30, 2026.

3. Q: Please provide the existing reports and utility line plans.

A: See amendment 002.

4. Q: During the site inspection, it was stated that the pipes are to be REPLACED and not, as described in the SOW, RENOVATED. Please confirm that the underground pipes will be replaced using the open-cut method. This applies both to the pipes inside the building and to those outside the building and in the street area (paving stones and asphalt).

A: Due to the occupancy of the buildings, the pipes will be repaired using the inliner method wherever feasible. Only pipes that are in such poor condition that the inliner method cannot be applied will be replaced.

The scope will remain as currently written, with no further changes.

5. Q: What thickness should the floor slab be expected to have?

A: The thickness of the floor should be around 50-60 cm.

6. Q: Is it possible to route drainage from the basement windows to the nearest manhole outside the building during construction?

A: It may be possible. The exact plan for rerouting the pipes must be submitted to and approved by the COR before the repair work begins.

7. Q: Is it possible to obtain an as-built utility plan in advance that includes the depths of the manholes, the dimensions of the underground pipes, and the material of the drainage pipes beneath the foundation slab? This information is needed to prepare a reliable quote.

A: All the information we have is provided by amendment 002.

8. Q: What is the material and size of the main sewer line, and at what depth is it laid?

A: See amendment 002 for further information.

9. Q: Will all basement rooms be cleared out during construction?

A: The contractor shall provide a phase plan for each building for review and approval by the COR. Once the plan has been approved, the contractor shall be responsible for clearing and cleaning the construction area prior to the start of the work.

If construction activities are scheduled to take place in an occupied storage room, the

U.S. Government will make the necessary arrangements to clear the room and remove its contents.

10. Q: Are the approximate depths of the existing sewer lines known? If so, we request that the available information on pipe depths be provided.

A: We do not have the exact depth of each line available; however, we estimate that the deepest line is approximately 2.5 meters below grade. For further information, please refer to Amendment 002.

11. Q: What type of pipe should be used for the renewal of the sewer lines? Does the contracting authority specify particular requirements regarding pipe material, ring stiffness, load class, certifications, bedding material, or installation standards—or can the pipe material and technical solution be proposed by the contractor as part of its execution concept?

A: Please see Section Two – Products of scope of work for material required for the complete repair of the main sewer line and associated sublines.

12. Q: Does the contracting authority require complete renewal of all sewer lines included in the scope of work, or is the use of a trenchless rehabilitation method (e.g., pipe lining/inliner) permitted, provided the technical condition of the relevant pipe section allows it? For sections with only one or two localized defects, will a spot repair or trenchless rehabilitation be accepted instead of complete renewal of the entire section?

A: As described in the scope the main repair method will be the inliner and only pipes that are in such poor condition that the inliner method cannot be applied will be replaced as per scope of work.

13. Q: Up to what point must the sewer lines be renewed or rehabilitated? Does the scope of work include renewal up to the public street sewer, or only up to the property line or the last inspection manhole within the premises?

A: The scope includes repairs/ replacements up to the main sewer line

(Grundstücksanschlussleitung).

14. Q: If excavation work or renewal of sewer lines in outdoor areas becomes necessary, are permits or coordination with the City of Frankfurt required, or is internal coordination with the contracting authority sufficient? Who is responsible for restoring sidewalks, asphalt surfaces, paved areas, lawns, and green spaces after the excavation work?

A: The contractor is responsible for obtaining all necessary permits and for restoring all affected areas to their original condition upon completion of the repair work.

15. Q: Are there large trees near the sewer lines to be renewed? Should the work be carried out using open-cut construction—including the associated risk of root damage—or does the contracting authority permit (or prefer) a trenchless rehabilitation method, such as pipe lining, in such areas?

A: Pipe lining may be used where the condition of the existing pipes permits this method.

If the condition of the pipes does not allow for lining, the affected pipes shall be replaced.

Regarding the trees, the contractor shall comply with all applicable local procedures and coordinate with, and notify, the City regarding any required rehabilitation measures.

16. Q: Is information or documentation available on the soil and foundation construction in the basements? In particular, we ask for clarification as to whether the buildings have a continuous reinforced concrete foundation slab, or whether foundations exist only beneath load-bearing walls, with screed, lean concrete, or another floor construction in between. This information is important for assessing the required demolition and restoration effort, particularly with regard to cutting, chiseling work, and interventions in the existing floor construction.

A: The U.S. Government does not have documentation available that confirms the exact foundation and basement floor construction of the buildings, which were originally constructed around 1950. Therefore, we cannot confirm whether the buildings have a continuous reinforced concrete foundation slab, foundations only beneath load-bearing walls, or another type of floor/foundation construction.

The contractor shall take the existing conditions into consideration when developing its work plan and shall verify the actual construction conditions as necessary prior to and during the repair work. Any required demolition, cutting, chiseling, and subsequent restoration shall be performed in accordance with the existing conditions and the requirements of the contract.

17. Q: After the floors within the buildings are opened, must only the opened areas be restored, or is a full repaint, coating, or restoration of the entire floor surface in the respective room required in order to achieve a uniform surface?

A: For any cut or opened areas, the contractor shall restore only the areas directly affected by the work. Areas that are not affected by the construction activities shall not require restoration.

18. Q: Is a leak/tightness test required after the sewer lines are newly installed or rehabilitated?

A: Yes, as described in the scope of work, C.2.5-Testing Materials and Equipment and

C.3.2.4 Pressure Testing and Inspections

19. Q: Will access to all basements, technical rooms, and other interior spaces required for the sewer work be guaranteed? Will these rooms be cleared and prepared by the contracting authority prior to the start of work, or must any necessary clearing/relocation work be calculated into the scope of work by the contractor?

A: The contractor shall provide a phase plan for each building for review and approval by the COR. Once the plan has been approved, the contractor shall be responsible for clearing and cleaning the construction area prior to the start of the work.

If construction activities are scheduled to take place in an occupied storage/technical room, the U.S. Government will make the necessary arrangements to clear the room and remove its contents.

20. Q: Does the scope of work also include the renewal of existing vertical drainpipes

(stacks) in the basements, existing floor drains, as well as existing shafts and inspection openings? Are the existing manhole/shaft covers in the basements to be reused and reinstalled, or is the supply and installation of new covers required?

A: The scope includes the renewal or repair of existing vertical drainpipes (stacks), floor drains, shafts, and inspection openings where they are directly affected by the pipe rehabilitation work.

Existing manhole/shaft covers shall be carefully removed and reused/reinstalled where they remain serviceable. Replacement of covers is required only where the existing covers are damaged, unsuitable, or cannot be reused due to the construction activities.

Items that are not affected by the repair work are not included in the scope for renewal or replacement.

21. Q: For the three required reference projects, must each be a project involving the renewal, rehabilitation, and repair of sewer lines specifically in residential buildings/multi-family houses, or will other comparable sewer construction/rehabilitation projects also be accepted? Please explain what types of projects, in terms of scope, size, and complexity of work, will be considered comparable.

A: Projects should have similar construction features (e.g., underground utility work, pipe replacement/rehabilitation, CIPP lining, excavation methods, occupied-building coordination) and the specific requirements of this project (sewer line repair/rehabilitation using replacement and in-line/CIPP methods).

Projects should be similar in complexity for example, phased execution to maintain building functionality, working in/around occupied structures, excavation and restoration work, use of specialized techniques (such as CIPP lining, high-pressure jetting, or CCTV inspection), and coordination with residents/occupants during construction.

22. Q: Must all documents listed under the requirements for Volume 1 and Volume 2 be submitted with the initial offer? This concerns, in particular, documents such as the price breakdown, authorization to perform in Germany, bank/ILC confirmation, preliminary phase plan, Gantt schedule, key personnel resumes, management information, three past performance projects, preliminary QMP, subcontracting information, and the TCN table.

Please also clarify which documents customary in Germany correspond to the documents you require, in particular the authorization to perform in Germany, bank/ILC confirmation, preliminary QMP, and TCN table.

A: Yes. The solicitation structures the proposal into Phase 1 (Mandatory Minimum

Requirements, within Volume 1) and Volume 2 (Technical Proposal), and both must be submitted with the initial offer.

The Government intends to evaluate proposals and make award without discussions for this procurement. Therefore, it is critical that each offer be fully responsive to this solicitation and its provisions. All submittals in response to this solicitation should contain the offeror's best terms from a technical, management and price standpoint.
