About this file
This is a Questions and Answers document for solicitation 19GE5026Q0035, addressing inquiries from prospective health insurance vendors for the United States Embassy Lisbon, Portugal and U.S. Consulate Ponta Delgada, Azores.
The requirement covers comprehensive group health insurance for approximately 209 Locally Employed Staff (LES) and their eligible dependents. The contracting entity is the U.S. Government with a Portuguese tax identification number (NIF) of 900229306. Invoices should be directed to invoicelisbon@state.gov. Pricing must be submitted in Attachment 3 using a biweekly per-member rate structure in Column C, with actual enrollment potentially varying from the estimate provided. Unit prices must include locally required stamp duty and INEM (Portuguese emergency medical institute) contribution; Value Added Tax (VAT) does not apply and must not appear in invoices. The Government will not release individual-level census data or dates of birth during the quotation stage to protect member privacy; however, anonymized census data broken down by seven age bands (0-17, 18-25, 26-35, 36-45, 46-55, 56-65, 66+), gender, and relationship status (employee, spouse, child) is provided, showing a total membership of 231 individuals across all categories. The requirement covers health insurance only; references to life insurance in solicitation materials are confirmed to be errors, and quoters should not price life insurance. Required benefits and limits are specified in full in the Statement of Work Sections C.1.1 through C.1.24, with the Government declining to provide incumbent benefit schedules or tier-based premium information.

QUESTIONS AND ANSWERS
Question 1: Attachment 2 provides aggregate enrollment and claims history, but we could not find ages and genders for the proposed covered group. Is a de-identified age-and-gender census available for the approximately 209 individuals, or should insurers price use the aggregate statistics and enrollment categories provided? An anonymized age-band and gender distribution would also help if individual-level data cannot be shared.
Answer:

Note: Eligibility for children is capped at the age of 26. See Section C.1.4.1.1.2.
Question 2: Which legal entity will be the policyholder, and is there a
Portuguese registered address, NIF and CAE available for that entity? If not, how should insurers identify the policyholder?
Answer:
• Contracting party: "The U.S. Government requires Health for its Locally Employed Staff (LES) of the United States Embassy Lisbon, Portugal and their eligible dependents." Coverage includes U.S. Embassy Lisbon and U.S. Consulate Ponta Delgada, Azores. See Attachment-1-
SOW, Page 1.
• Portuguese address: Invoices should be emailed to invoicelisbon@state.gov . See Attachment-1-SOW, Page 18.
• Taxes: Value Added Tax (VAT) does not apply and must not appear in prices or invoices. See Attachment-1-SOW, Page 2. Unit prices must include locally required stamp duty and the INEM (Portuguese emergency medical institute) contribution. See Attachment-1-SOW, Page 2.
• Embassys´ NIF for invoicing is 900229306.
Question 3: Is an anonymized member-level census available with date of birth, gender, relationship and annual salary? The published employee statistics give aggregate membership and claims only. If no individual census will be provided, may insurers price using the published aggregates and state their assumptions?
Answer: See answer to question 1.
Question 4: The description says health and life insurance, but the SOW details health benefits. Is a separate life benefit required? If so, what insured amount and eligibility should be priced?
Answer: The reference to life insurance in Section III, "Description of
Requirement," is an error. The requirement covers health insurance only, and quoters should not price life insurance. Pricing shall be provided in Attachment
3.

Question 5:
a) Does the entity to be insured have a Portuguese tax identification number
(NIF) that can be provided for policy eligibility?
b) Can an employee census with each proposed insured person’s date of birth be provided through an appropriate secure method?
c) If individual dates of birth cannot be provided during the quotation stage, what alternative underwriting data should insurers use to prepare firm pricing?
Answer:
a) The entity to ensure has a Portuguese tax identification number, 900229306.
b) No. To protect the privacy of covered individuals, the Government will not release individual-level data, including dates of birth, during the quotation stage.
c) Individual dates of birth cannot be provided at this time.
The number of members provided on Attachment 2 is an estimate provided for pricing purposes only. Actual enrollment may be higher or lower. The Government will pay the biweekly (every two weeks) per-member rates quoted in Column C of the pricing schedule provided in Attachment 3 for each member enrolled during that biweekly period.
Question 6: Please provide the following:
a) An anonymized census showing date of birth, gender, relationship to employee, and Lisbon or Azores location;
b) the incumbent benefit schedule and limits; and
c) the current premium by insured person or coverage tier.
Answer:
a) See answer to question 1.
b) The Government will not provide the incumbent benefit schedule. The required benefits and limits for this solicitation are set out in full in SOW Sections C.1.1 through C.1.24.
c) The Government will not release premiums by tier or by insured person.
The total annual premium and claims for 07/01/2025–06/30/2026 are provided in Attachment 2.
Question 7: Attachment 2 provides aggregate enrollment, claims history, and the total annual premium, while the Statement of Work provides the required future benefits. Could you please provide the additional information above, or confirm that offerors should price using only the information already issued?
Answer: See answer to Question 5. Quoters must base their pricing on the
Statement of Work and Attachment 3, Pricing Schedule. The number of members provided on Attachment 2 and Attachment 3 are estimates provided for pricing purposes only. Actual enrollment may be higher or lower. The Government will pay the biweekly (every two weeks) per-member rates quoted in Column C of the pricing schedule for each member enrolled during that biweekly period.
Question 8: Could the Government please provide an Excel roster containing only:
a) Date of birth for each insured individual
b) Whether each individual is an employee or an employee’s family member
c) If an individual census cannot be released, please confirm whether age bands broken out by employee versus family-member status are available, or whether quoters should price solely from the aggregate employee statistics and claims report already issued.
Answer: See answer to question 1.
Question 9: In Section (III) – Description of Requirements, the solicitation states that: “The U.S. Government requires comprehensive group Health services for its Locally Employed Staff (LES) and their eligible dependents at the United
States Embassy in Lisbon, Portugal.” Similarly, Attachment 1 – Statement of
Work, Section A. General, states that the U.S. Government requires “Health” for its Locally Employed Staff (LES) and their eligible dependents.
However, throughout the remaining solicitation documents provided, we have not identified further specifications, requirements, coverage details, or other information regarding the Life Insurance component.
Could you kindly clarify whether the requirement under this solicitation is for:
1. Health Insurance only, with references to Life Insurance being incidental or included in error; or
2. Both Health and Life Insurance, in which case we would appreciate any additional information regarding the scope and requirements of the Life
Insurance coverage, including the applicable benefits, eligibility, coverage limits, and any other relevant specifications.
Answer: See answer to question 4. No life insurance component should be included.
Question 10: In relation to the employee statistics provided in the solicitation, could you kindly confirm whether the U.S. Government can provide information regarding the age distribution of the covered employees and eligible dependents, either as individual ages or by age brackets?
Answer: See answer to question 1.
