About this file
This is an amendment (0001) to solicitation 19GE5025R0016 that provides questions and answers regarding landline telecommunication services for the U.S. Embassy Baghdad. The amendment, issued by the American Consulate General Frankfurt on January 14, 2025, maintains the original proposal due date of January 31, 2025 at 1500hrs Central European Time (CEST).
The Q&A reveals that the current setup includes two E1 EURO ISDN PRI circuits at the Baghdad Embassy Complex (BEC), each with 2.048Mb/s line rate providing 30 DS0 channels of 64 kb/s each plus one signaling channel. The embassy uses an Avaya CS1000 ver. 7.6 PBX system. There is an existing E1 connection between BEC and Baghdad Diplomatic Support Center (BDSC) for call routing. The Q&A clarifies that two E1 connections are required at BEC, plus one E1 each at BEC and BDSC for redundancy. The contractor must provide routing capabilities between locations during outages to maintain service resilience. A vendor suggestion to use VoIP SIP trunking instead of E1 was responded to with instructions to submit a proposal meeting the solicitation requirements as stated.

19GE5025R0016_00001 Questions and Answers
1. Q: Will there be a site visit?
A: No.
2. Q: What is the exact type of telephone service currently being used (e.g., PSTN, ISDN, PRI, BRI)?
A: E1, EURO, ISDN, PRI
3. Q: Can you confirm the total number of lines in use?
A: The current configuration setup at the BEC is Two (2) each E1 EURO ISDN Primary Rate
Interface (PRI) circuits. Each E1 has a line rate of 2.048Mb/s, which is used to provide channelized E1 service of 30 separate DS0 channels of 64 kb/s each and one 64/kb channel for signaling configured as a Euro ISDN E1 PRI providing 30 simultaneous calls.
The embassy also maintains its own E1 connection for call routing between the BEC and BDSC.
4. Q: What is the current PBX brand, model or make?
A: Avaya CS1000 ver. 7.6
5. Q: Are there any existing dependencies on the current service that need to be considered for compatibility or transition?
A: We don’t understand what is being asked.
6. Q: Could you provide diagrams, documentation, or specifics about the current High-Level Design
(HLD) & configuration of the telephone service?
A: The current configuration is documented in the “To Support the Current Configuration Setup” of the Performance Work Statement.
The current configuration setup at the BEC is Two (2) each E1 EURO ISDN Primary Rate
The BEC is capable of routing incoming calls for BDSC to BDSC and BDSC is capable of routing incoming calls for the BEC to the BEC.
7. Q: You requested for one E1 connection for each site; to achieve HA you will need two connections for each site, One main & one back-up.
A: To continue to support the current configuration at the BEC, two E1 connections are requested.
To support the BEC and BDSC configuration, one E1 would be connected at the BEC, and one
E1 would be connected at BDSC and in case of congestion or outages at either the BEC or BDSC.
The contractor will route BEC or BDSC traffic accordingly during outages to maintain resilience of the landline telephone services.
The embassy also maintains its own E1 connection for call routing between the BEC and BDSC.
The BEC is capable of routing incoming calls for BDSC to BDSC, and BDSC is capable of routing
8. Q: Are you considering active-active or active-passive redundancy for the solution?
A: To continue to support the current configuration at the BEC two E1 connections are requested.
To support the BEC and BDSC configuration one E1 would be connected at the BEC, and one
9. Q: Would you prefer built-in redundancy in the PBX or external mechanisms, such as clustering?
A: For redundancy, the contractor will route BEC or BDSC traffic accordingly during outages to maintain resilience of the landline telephone services.
10. Q: Is there any connection between BEC and BDSC?
A: The embassy maintains an E1 connection between the BEC and BDSC for call routing.
11. Q: If yes, what is the current bandwidth of the connection?
A: The embassy also maintains its own E1 connection for call routing between the BEC and
BDSC. The BEC is capable of routing incoming calls for BDSC to BDSC, and BDSC is capable of routing incoming calls for the BEC to the BEC.
12. Our Recommendation: Using VoIP SIP trunking instead of E1, it is more cost-effective, scalable, and feature-rich than E1, making it a better choice for most modern businesses.
A: Please submit a proposal for the requirements in the solicitation.
