About this file
This is a Questions and Answers (Q&A) document for RFP No. 19GE5025R0010 regarding health insurance services for Locally Employed Staff at the U.S. Consulate Willemstad, Curacao. The document clarifies that a virtual pre-proposal conference was held on January 27, 2025, and addresses questions about staffing numbers, claims data, and proposal requirements. Key details include current staffing of 23 employees with 47 total insured members (including dependents), and historical staffing numbers from 2020-2024. The document confirms there is an incumbent contractor currently providing services.
The Q&A addresses several operational aspects, including the requirement for medical evacuation coverage due to Curacao's limited medical facilities, confirmation that monthly retention amounts can be included in pricing, and clarification that bidders must be licensed to operate in Curacao. The document also notes that while there is a government-sponsored public health insurance option in Curacao, many employees prefer private healthcare. Proposals must be submitted electronically by February 17, 2025, at 1400hrs Central European Time to Ms. Ielyzaveta Ishchenko, with questions due by January 31, 2025.
