Special Weapons and Tactics (SWAT) Solicitation No. 19GE5025Q0118

Training for the Palestinian Security Forces Amendment 0002 dated 8/25/2025

U.S. Embassy Jerusalem, Israel

QUESTIONS & ANSWERS (Q&A)

1.

(Q) I would like to confirm whether INL will be providing interpreters for the duration of the training, or if we should include interpreter support in our proposed budget.

(A) The trainees are Arabic language speakers. It is the responsibility of the contractor to provide interpreters if the provided instructors are not proficient in Arabic.

2.

(Q) Fixed costs exist for this type of training, so any per-student price we provide is tied to the number of students. If the number of students were to decrease, the per student price would likely increase, as the fixed costs would have to be spread across less people. Given this, is it the intent of the government to use the quoted per student pricing in the event that there are fewer than 60 students per course?

(A) The pricing per student is used for price evaluation purposes. The government guarantees the participation of 60 students for each training course.

3.

(Q) Does the government anticipate that each class will have the full 60 students?

(A) Offerors shall refer to the provided answer for question #2.

4.

(Q) SOW sect 2, para d. The ammunition requirements stated would amount to only 800 rounds of live ammunition and 50 rounds per student of Simunitions. For a 2-week training event this seems like a low amount of ammunition to be used for a SWAT course. Can the government clarify if this is correct?

(A) That is the correct ammunition and simunition count.

5.

(Q) SOW sect 2, para d. The round count ranges provided for ammunition would cause a large variation in price. Can the government provide an exact amount of ammunition that it requires per student for all training?

(A) Offerors shall refer to the provided answer for question #4.

QUESTIONS & ANSWERS (Q&A)

6.

(Q) SOW sect 2, para i. This requirement is for a ratio of 1:5 instructor to student during this training, which would amount to 12 instructors present at all times for a 60-man class. We have seen competitors take a requirement like this and bring 6 instructors, for example, and run and A and B group of students in order to keep the price low. The problem with this approach, while cost-saving, is that training time is effectively cut in half for students, as half of them are idle as the other half receives training. Can the government confirm that it is the intent to have 12 instructors present at all training events for a 60 student class?

(A) The contractor shall provide one instructor for each five (5) students meaning a total of twelve

(12) instructors for the sixty (60) students.

7.

(Q) Will the students have their own individual uniforms and equipment for the training?

(A) Yes.

8.

(Q) CLIN 0002. Are we expected to provide security during the assembly and movement to and from Jericho and site, or are the local governments going to arrange that?

(A) As per the amended SOW, the Government will provide the transportation to and from the training facility. The contractor is only required to provide transportation inside the training facility.

9.

(Q) CLIN 0002. Who is coordinating with the Governments for cross border movement of personnel? Is this the offeror’s responsibly or the end user?

(A) As per the amended SOW, the contractor is not required to provide any transportation or security outside the training facility.

10.

(Q) Price Volume. Will the USG accept a statement that all of the offeror’s Reps and Certs are complete and up to date in SAM.gov, in lieu of a full additional submission of reps and certs with the proposal?

(A) Contractors shall complete and submit the representations and certifications provided with the solicitation under Attachment A with their proposal.
