About this file

This Statement of Work (SoW) details the U.S. Embassy Hanoi's requirements for acquiring six marine patrol boats as foreign assistance to Vietnam. The boats will be donated to three government agencies: Vietnam's Department of Customs, Department of Fisheries and Fisheries Surveillance, and the Ministry of Public Security. Each boat must be 31-33 feet long, constructed of marine-grade aluminum, capable of reaching 45 knots, with a 250-300 nautical mile range, and equipped with two 250-300 horsepower outboard engines.

The solicitation requires an all-or-nothing proposal with comprehensive specifications, including specific navigation and safety equipment, warranty coverage for various components (ranging from 1 to 5 years), and mandatory local service partner information. Offerors must provide a fully priced proposal with complete descriptive literature, and the boats must be new, unused, and free from gray-market origins. Delivery is specified as FOB destination to three separate locations in Vietnam, with no partial deliveries authorized. The evaluation will include key factors such as serviceability and spare-parts availability at local service partner locations.
