Questions & Answers (Q&A) – 19GE5023Q0051

Question #001:

the term of delivery, 60 calendar days, for required quantity of each product is too short for manufacturing and deliver to the end user. It is influenced by two reasons: the first is a breaking the global supply chains due to Covid19 pandemic, the second is war actions, which can be resulted in unpredictable situations and caused manufacturing breakdown or transportation complications. So, could we ask to revise the terms of delivery and increase them up to 120 days from the date of contract award?

Answer #001:

Yes, the term of delivery is increased from 60 days to 120 days.

Question #002:

There are two products as CLIN 005 Reflected Ultraviolet Imagining System (RUVIS) and CLIN 0006

Stabilizer for Reflected Ultraviolet Imagining System (RUVIS), Black Talon Stabilizer 100, which are required to deliver separately. However, a manufacturer produce one kit, consists of both Reflected

Ultraviolet Imagining System (RUVIS) and Black Talon Stabilizer 100. Could we suggest the one kit, which consists of these two items, or it is mandatory to supply these two items separately? Combining of these to items will allow to optimize the price offer.

Answer #002:

If the stabilizer is already included in the set from CLIN 0005, it is permissible to omit CLIN 0006.

Question #003:

Is there any restriction on the country of origin? Are countries like Turkey and China allowed to supply or to be country of origin?

Question #004:

After consultation with laser 3D scanner RIEGL VZ-600i manufacturer company RIEGL Laser

Measurement Systems GmbH (Austria), I would like to clarify couple of issues related with CLIN 0004

“Indoor and Outdoor 3D Scanner with Software RIEGL VZ-600i (Brand Name or Equal)” technical specification:

1) Specification describes detail requirements mostly related with HW parameters. It is impossible to figure out what SW packages for data processing and visualization are required for delivery.

Only RiSCAN PRO or combination with RiSOLVE and/or RiPANO?

2) Manufacturer of VZ-600i informs that lead time of these scanners takes in between 5 to 6 months.

Will the offer be accepted if the requirement “Delivery shall be made F.O.B. destination, Kyiv, Ukraine, as soon as possible but not later than 60 days from the date of contract award” will be not met?

3) Alternatively, manufacturer advises to provide laser 3D scanner model RIEGL VZ-400i with very close (but slightly different) HW parameters and same SW packages as for VZ-600i and with delivery time of 2 months. Will this alternative offer be accepted?

Answer #004:

1) The requested package includes RiSCAN PRO software only.

2) The delivery time for the VZ-600i scanners can be increased to 6 months if needed.

3) The replacement of requested RIEGL VZ-600i to the RIEGL VZ-400i with very close (but slightly different) HW parameters and same SW packages with delivery time of 2 months is fully acceptable.

Question #005:

I have a question regarding the “Basis of Price” section on page 4 of the solicitation.

Basis of Price:

The price of all items shall include their transportation F.O.B. Destination to the designated delivery point in accordance with FAR 52.247-34. All or Nothing: The Government is allowing complete offers for all items. Offers failing to meet this condition may be rejected.

Will potential Offerors be able to bid on specific items listed within the document if the Offeror can show that their product is superior in Technical Acceptance and competitive in Pricing? Our company is interested in bidding for the items CLIN 0005 and CLIN 0006 only. The RUVIS Imaging System or

Krimesite Imager Kit listed in the bid is based on 1990’s technology developed by a man named Michael

Thorstead for the viewing of latent fingerprint evidence on shiny, non-porous surfaces. This older technology allows a user to view / search evidence using a short-wave UV (254nm) light source in conjunction with a viewer/lens and an attached 254nm pass filter. This technology results in grainy images with a harsh green tint offering little contrast between ridge detail and the substrate, similar to night-vision. Additionally, the search area when using this type of equipment measures only 1.5 inches x

1.5 inches. The RUVIS Imaging System or Krimesite Imager is only capable of seeing evidence using the shortwave light source, thus excluding its use for other examinations such as biologicals, GSR examinations, and Questioned Documents.

Our company would like to bid the Full Spectrum Imaging System Color Rugged Master (FSIS Color

Rugged Master) to compete with the standard RUVIS Imaging System or Krimesite Imager Kit. The FSIS

Color Rugged Master was developed from the original RUVIS technology but offers the ability to view and capture images within the entire spectrum of light utilizing a high-resolution camera and state-of-the-art software, thus making this system a one-stop-shop for virtually all items of evidence. For example, the

FSIS is capable of searching, viewing, and capturing “untreated” latent fingerprints on both non-porous and porous surfaces utilizing the latest FSIS short-wave UV (254nm) technology developed and patented

(US Patent 9,294,689 B2) by Michael Thorsted of General Atomics in 2014. The image capture area has been increased to 4.9 inches x 3.3 inches with a minimum resolution of 1000ppi maintaining efficient and assured compatibility with all fingerprint databases. Additionally, the FSIS Color Rugged Master utilizes a feature called Integration which allows for the seamless imaging of curved surfaces with no specular highlighting. The Integration feature is also patented (US Patent 9,292,726 B2). The FSIS Rugged Master can also capture / image evidence using long-wave UV illumination (365nm) for additional visualization of latent fingerprints as well as biological stains on surfaces or clothing. The FSIS Rugged Master can utilize its several included LED ALS lights in combination with included band-pass filters to visualize additional biological stains and latent fingerprints treated with various fluorescent chemicals or powders.

The results can be captured in 8-bit or 16-bit black and white images or 24-bit color images.

Additionally, the FSIS Rugged Master can also visualize evidence and capture images utilizing Infrared

Illumination (IR) allowing for easy detection of blood evidence, gun powder and gunshot residue, as well as further latent fingerprint evidence.

The FSIS Color Rugged Master comes in a durable Pelican case measuring 22’H x 14W x 9’D. The clam-shell type case opens to an organized workspace which includes a sturdy, fold-out Rugged Master copy stand measuring 27 inches in height when extended, 5 LED ALS lights, 7 specialized filters, safety equipment, a 254nm light source, and a 16-inch Dell Laptop Computer. The Rugged Master copy stand also has two attached flexible light holders for even illumination of evidence. The 16MP High-Resolution

Color Camera and UV imager attaches to a 78mm quartz lens, which then can be attached to the copy stand. A three-filter slider holding the 254nm bandpass filter, an orange band pass filter, and one of two

IR filters can then be attached to the camera lens for simple transition of filters between wavelengths of light. In addition, the FSIS Color Rugged Master is controlled by state-of-the-art software running on the

16-inch Dell laptop computer. Evidence can be viewed in real-time on the 16-inch display prior to capture. This allows the user maximum control when composing images for capture with the click of a button or the stepping on the included foot-pedal release.

Arrowhead Forensics, the exclusive distributor of FSIS systems, and our manufacturer, General Atomics are very interested in bidding the described system for a very competitive price. A system of this quality retails for $45,000.00 but we at Arrowhead Forensics and General Atomics would like to offer the systems at a competitive price slightly over cost as we feel strongly about and support the efforts to normalize the region in and around Ukraine. We have approximately 200 systems in use throughout the

United States and Europe to include many state and local jurisdictions and laboratories. Some of our

Federal Customers include the FBI Laboratories in Quantico and Huntsville, the DEA, the United States

Secret Service, the CIA, the Customs and Border Protection Laboratories, the Defense Forensic Center

(DFSC), the United States Postal Inspection Service, and the United States Army Criminal Investigation

Laboratory (USACIL).

In closing, I would like to extend an invitation to all for a web-based or live demonstration of the FSIS

Color Rugged Master. I am confident that the advantages of a Full Spectrum Imaging System will make an immediate impact for any end-user and their investigations. I am always available for questions and would be happy to provide references upon request. I would ask that you please pass this information along to the end-users so that they can use it to make an informed decision.

Answer #005:

Partial offers are not authorized for this solicitation. If the offer does not complete for all items, it will be rejected.

The end user is not interested in the FSIS Color Rugged Master equipment. Instead, they require a standard RUVIS Imaging System from any brand that meets the specifications listed in the SOW.

Question #006:

Please kindly extend the deadline for quote submission.

Answer #006:

The deadline for offer submission is extended from June 9, 2023 to June 23, 2023.
