Body Worn Cameras (BWCs), Server Combined Synopsis/ and Storage Systems Solicitation No.: 19GE5022R0078
U.S. Embassy Pristina, Kosovo Amendment 0001 dated June 17, 2022
QUESTIONS & ANSWERS (Q&A)
RPSO received the following nineteen (19) questions (Q) and is hereby providing the following answers (A):
1.
(Q) Do you already have an in-car camera system installed within your vehicles?
(A) No
a. If yes, what is the vendor make/model so we can understand interoperability requirements?
(A) N/A
b. If not, are you requesting vendors to also include full in-car camera systems in addition to the vehicle triggering system for the body cameras (for example – are you expecting vehicle cameras to be installed as well)?
(A) No, vehicle triggering systems only.

(Q) We acknowledge that the solicitation requests an on-premise backend software and we intend to submit a compliant bid; however, we would like to also gain an understanding on your acceptance of cloud-based solutions as well?
(A) Kosovo Police policy and regulations do not allow for cloud-based solutions. Therefore, cloud-based solution products are not acceptable.

(Q) Regarding CLIN 013, if a full in-car camera system is not required as part of this solicitation, can you please clarify what is expected of CLIN 013?
(A) Demonstration of the installation of the vehicle trigger box system and antennas. See paragraph 4.2.4.1 Training Requirements & 4.2.4.2 Car Installation Training combined synopsis/solicitation.

(Q) We would like to confirm the QTY of 45 Vehicle trigger systems?
(A) Confirmed.
5.
(Q) Regarding CLINs 006-010, if our solution offers the same equal resulting functionality
(e.g. ability to charge BWCs in a vehicle and provide a vehicle triggering system) without the need for some of these additional components being requested, how would you like us to identify these in our pricing to you? \
(A) Any line item / CLIN that is not priced under paragraph 2.1 Pricing Data shall be marked as “Not Applicable (N/A) and shall be clearly justified in the remarks column of the required detailed matrix to be provided as part of the offeror’s quotation, Volume 2 Technical
Capability. See Section I, Paragraph 5 – Compliance with Specifications and Descriptive
Literature.

(Q) There appears to be an error in the CLIN structure. Option B.1 ends with CLIN 29, and
Option B.2 begins with CLIN 28. Please confirm CLINS for Option B.2 should begin with
CLIN 30.
(A) Confirmed. Please see amended CLINs # for Option B.2 & B.3 of the amended solicitation marked with a vertical light of the right-hand margin.

(Q) Referring to the dimension’s requirement, the model that we will offer has dimensions with a very small difference in millimeters from the requested dimensions, which has no impact on carrying, functionality or operation with the device by the officers, please confirm that a variation of ±20% on the requested dimensions is acceptable.
(A) Proposed products/solutions that are in compliance with the brand-name or equal specifications (meet or exceed the minimum technical specifications) of all requirements set forth in paragraph 4 of the combined synopsis/solicitation and supported by a product/descriptive literature demonstrating compliance of the brand-name or equal specifications will be considered as technical acceptable.

(Q) The Body-Worn Camera (produced by a USA brand name vendor) that we intend to offer is rated as per UNITED STATES DEPARTMENT OF DEFENSE TEST METHOD
STANDARD Military Standards drop test MIL-STD-810G
( https://www.atec.army.mil/publications/mil-std-810g/mil-std-810g.pdf ), please confirm that it is acceptable.
(A) If the offered item/product meets or exceeds the brand-name or equal specifications and the Department of Justice Technical Specifications will be considered technical acceptable.
Confirmation shall be provided as part of the offeror’s quotation, Volume 2 Technical
Capability. See detailed offers instructions, Section III- Solicitation Provisions, Page 42 of the combined synopsis/solicitation.

(Q) The camera that we intend to bid provides 130° Horizontal, 73° Vertical, adjustable up +
15° down - 20° (User can adjust the vertical field of view), it offers setup options of the field of view which are convenient for adoption to officer’s physical parameters therefore please confirm if it's acceptable.
(A) Proposed products/solution that are in compliance with the brand-name or equal specifications (meet or exceed the brand-name minimum technical specifications) of all requirements set forth in paragraph 4 of the combined synopsis/solicitation and supported by product/descriptive literature will be considered as technical acceptable.

(Q) The DoD published MIL-STD-810G in 2008 and revised it in 2014, while the MIL-STD-
810G is the precursory revision to MIL-STD-810H, the latest revision was published in
2019, considering that the main principles and quality standards of testing protocols are similar can you please confirm that MIL-STD-810G is acceptable as well for the offered body-worn cameras.
(A) Proposed products/solutions that meet or exceed the brand-name or equal specifications and the Department of Justice Technical Specifications will be considered as technical acceptable. Confirmation shall be provided as part of the offeror’s quotation, Volume 2
Technical Capability. See detailed offers instructions, Section III- Solicitation Provisions, Page 42 of the combined synopsis/solicitation.
11.
(Q) Our camera provides Pre-Event Options (including pre-recording) in ranges of 15s, the
30s, 45s, 1m, and 2m including Continuous background recording, can you please confirm if it's acceptable considering that the request is specified for up to 3m and our model is within the requested range.

(A) Proposed products/solution that are in compliance with the brand-name or equal specifications (meet or exceed the minimum technical specifications) of all requested items set forth in paragraph 4 of the combined synopsis/solicitation and supported by

(Q) The model we intend to bid provides a Charging Time of < 4 hours but only uses a specific ethernet transfer station, your requested charging time of 4 hours is required with a standard charging station or it’s needed to include optional charging means to reach that speed of charging? Because with standard charging stations it can take up to 8 hours to recharge.
(A). This is brand-name or equal requirement. Proposed solutions can be equal as long as they meet or exceed the minimum brand-name technical specifications and Department of
Justice Technical Specifications as stated in the combined synopsis/solicitation.
13.
(Q) Related to In-Car Video Integration, we can offer integration with VMS (Video
Management Systems) direct streaming and ONVIF Profile G integration, please confirm if this is acceptable?
(A) Acceptable.

(Q) With integration to the central VMS platform we can provide FIPS 140-2 security standard, please confirm acceptably?
(A) Acceptable
Proposed products/solution that are in compliance with the brand-name or equal specifications (meet or exceed the minimum technical specifications) of all requirements set forth in paragraph 4 of the combined synopsis/solicitation and supported by product/descriptive literature will be acceptable for award consideration.
15.
(Q) Instead of an 8-Bay docking station we can offer Single and 14-Bay docking stations, please confirm if that is acceptable?
(A) The 14-Bay would be considered equal or better.

(Q) Regarding requirement “4.2.1.2 BWC Replaceable Battery”, due to security concerns, it is not advisable to offer user-replaceable batteries in order to avoid potential user manipulations with the camera. We can offer factory repairs/replacements if necessary.
Please confirm?
(A) Batteries must be replaceable.
17.
(Q) Regarding requirement “4.2.2 VEHICLE TRIGGER SYSTEM”, we could offer an even better solution, using Peer-assisted recording, where all the body-worn cameras within the
Bluetooth range of the incident one will automatically start recording and streaming with the
VMS. In our case, no car system is required for triggering the assisted recording or direct streaming to a central / distributed location. Please confirm if this is acceptable for your needs?
(A) This can be offered as an equal or better solution.

(Q) Related to requirement “14. PAST PERFORMANCE”, considering the specific nature of the required equipment in the market in Kosovo these types of cameras were not applied therefore is it acceptable to provide reference projects for surveillance cameras in the amount requested?
(A) Yes.
19.
(Q) You have requested that the management port should be IPMI which is a naming specific only for Supermicro servers. Is it acceptable to offer Dell or HPE Server with the same or better management port features, which have the naming for the management port as IDRAC or ILO?
(A) This is brand-name or equal requirement. Proposed products/solutions that are in compliance with the brand-name or equal specifications (meet or exceed the minimum technical specifications) of all requirements set forth in paragraph 4 of the combined synopsis/solicitation and also supported by product/descriptive literature will be considered as technical acceptable.
Any deviations to the requested systems, components and required minimum specifications of the requirement shall be clearly stated in the remarks column of the required detailed matrix to be provided as part of the offeror’s quotation, Volume 2 Technical Capability. See
Section I, Paragraph 5 – Compliance with Specifications and Descriptive Literature.
