Facility Maintenance Services US CDC Gaborone, Botswana
Solicitation Number 19GE5021R0090
Questions and Answers
Q1: It is assumed that the contract will be carried out in Botswana so the Botswana legislation will be used particularly in terms of payment and taxes?
A1: The terms and conditions shall be those expressly stipulated in the solicitation (and the following contract). Please see paragraph 2.5.1 regarding any conflicts.
Q2: Per SF1449 Block 18a, where payment is made by American Embassy Gaborone – assume this payment would be made via EFT in Botswana, to the respective Contractor’s local bank account?
A2: Correct.
Q3: Section 52.212-1 Vol 1 (4) - What then is the requirement / purpose for registering on
SAM?
A3: US federal regulations require that all business that do business with the US Government be registered on SAM.gov. A primary purpose of this database is to digitize the Representation and Certification process, whereby contractors read and acknowledge the multitude of contract provisions online. Another purpose is the prevention of fraud, in that the process ascertains that business are real companies.
Q4: Section 52.212-1 Vol 1 (4) – IRS Form W-14 relevance? Where the Contractor operates in Botswana, with payment done in Botswana, then no taxes applicable to US (not operating in US)?
A4: See provision 52.229-11, Tax on Certain Foreign Procurements – Notice and Representations at page 49 of the RFP.
Q5: Section 52.212-4 (g) Invoice: What are the invoice process timeline lines i.e. by when do invoices need to be submitted (cut-off date) and what are payment processing timelines (i.e. 30 days)?
A5: It is up to the contract to determine the frequency of invoicing, but it would seem logical that invoices be issued monthly. The Prompt Payment Act (see 52.212-4(g)(2)) mandates invoices be paid within 30 days.
Q6: Kitchenette/s – are these currently serviced by another i.e. washing dishes / cups etc? Are the janitorial services as listed (2.2) the only requirement for these areas?
A6: The only service required on the Kitchenette(s) is the janitorial and routine maintenance services and/or minor repairs. The office occupants clean their own dishes, cups and cutlery. The contractor will have to provide dish soap and sponges.
Q7: Office cleaning services - are any janitorial / cleaning services required in this area, if so, what are the requirements (i.e. cleaning / polishing of desks)?
A7: Janitorial and routine maintenance services are required. Requirements do include cleaning of all office furnishings.
Q8: 2.2.7 Restroom cleaning services – who is responsible for servicing of the female “SHE” bins? Is the replenishment of hand soap, sanitizer, paper towels excluded from the service provision (i.e. is this provided by another?)?
A8: There is a separate contractor who supplied SHE bins. Under this solicitation, contractor is responsible for lining the bins with red bags and emptying them in a clinical waste collection bin in the waste segregation area. CDC is responsible for removing all waste from the compound.
Q9: Block B Cafeteria cleaning services – are the janitorial services as listed (2.2) the only requirements for this area?
A9: Janitorial and routine maintenance services are required for the Cafeteria. The janitorial services will be provided once a month in this area, any other day the Café vendor will clean for themselves.
Q10: Remove Trash – are bins / receptables available in the Waste Management trash collection section for segregation of waste? Is site waste removal done by another?
A10: They are available in the compound. There is a skip container for general waste and there are recyclable waste collection points. CDC will be responsible for collection and disposal of waste from the containers.
Q11: Section 2.3 Maintenance Services: Is an asset list available detailing the number / type of e.g. aircons / HVAC; generators; pumps; etc.
A11: Attached.
Q12: How should offerors price the Parts and Material line items?
A12: All offers shall use $10,000 (or 111,400 Pula) for the Parts and Material item (CLIN
0004, 1004, 2004, 3004, and 4004) prices. This amount is a lump sum that the contractor shall draw against for the reimbursement of parts and material.
